## Summary

The NHS Mid Essex Clinical Commissioning Group, alongside several other Clinical Commissioning Groups, is currently undertaking a procurement process for the "Mid and South Essex Mental Health Services". This initiative falls under the health services category and is relevant to the procurement of various mental health services across the Mid Essex, Basildon and Brentwood, Thurrock, Southend-on-Sea, and Castle Point and Rochford areas. The procurement is in the award stage, following an active contract modification that allows for the inclusion of additional services until 31st March 2024, which is crucial for enhancing the delivery of mental health care in the region. The total contract value associated with these modifications is approximately £90 million over the remaining two years, contributing to a total estimated contract value of £645.7 million.

This tender offers significant growth opportunities for businesses within the mental health and healthcare services sector. Companies that specialise in delivering healthcare solutions, community mental health services, and related consultancy are particularly well-positioned to compete for this contract. The focus on expanding service offerings, including specialised perinatal mental health and crisis resolution services, invites innovative proposals from organisations that can demonstrate capacity in handling a diverse range of mental health challenges. Businesses seeking to establish or enhance their footprint in the healthcare market should consider participating in this collaborative commissioning effort, as it is aligned with the NHS’s strategic drive towards streamlined mental health service delivery.

### Lot Information

Mid and South Essex Mental Health Services

During 2021/22 a Mental Health Taskforce was formed to review the mental health commissioning arrangements in Essex, to identify any gaps in process and make recommendations to improve the commissioning of mental health services across the County. One of the key recommendations was to streamline commissioning and contract management processes, with Accountable Officers making the commitment to a single contractual approach for the incumbent Provider, Essex Partnership University NHS Foundation Trust (EPUT). As a result, the Authority has taken a decision to vary it's existing contract with EPUT for provision of Mental Health Services, from 1st April 2022 , to include the scope of mental health services for NHS North East Essex CCG, NHS Ipswich and East Suffolk CCG and NHS West Suffolk CCG, for the remaining term of two years, until 31st March 2024. NHS Mid Essex CCG on behalf of the Authority, will be the lead commissioner, and NHS North East Essex CCG, NHS Ipswich and East Suffolk CCG and NHS West Suffolk CCG will be associates to the contract, managed via a Collaborative Commissioning Agreement. The scope of additional mental health services being varied into the MSE Contract for Mental Health Services includes; Non-Psychotic Mental Health Care Clusters 1 - 8 Specialist Perinatal Mental Health Community Service Individual Placement and Support Mild Cognitive Impairment Dementia Enhanced Care Home Liaison Service MH ANP GP pilot service - Advanced Nurse Practitioner Adult Community Crisis Resolution and Home Treatment Service Crisis Cafe Covering both Clacton and Tendring Infant MH Intensive Psychology Support Unit Core 24 Mental Health Liaison Service Eating Disorders ADHD Services The Authority may wish to introduce additional services during the remaining term of the contract ("Contract modifications"). Such contract modifications will be contemplated where additional requirements are similar and or complementary to the services already included in the Specification, at any given time. Such expansion would be by the addition of services commissioned by the Authority as named in the Contract Award Notice. To this end, the market should be aware that there is a possibility that the incumbent provider may be offered a variation to the contract to include (but not be limited to) the following list of Services in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020).
