## Summary

The procurement process titled "CP7 W&W Development Partner" is being led by Network Rail Infrastructure Ltd, focusing on architectural, construction, engineering, and inspection services. The process is currently at the planning stage, with a Request for Information (RFI) issued to gather market feedback and inform future procurement strategies. Interested suppliers should submit their responses by 12th May 2022, 17:00 (UK time). This engagement aims to appoint a Design Development Partner for the Wales & Western region, with an estimated contract value of £25 million over an initial duration of five years, extendable for up to three additional years.

This tender presents significant opportunities for businesses in the construction and engineering sectors, particularly those with expertise in multi-discipline railway projects encompassing signalling, power, telecommunications, and environmental management. Companies with a strong track record in innovative delivery solutions and project management would be well-suited to compete for this work. Engaging in this pre-market exercise could position suppliers favourably for future procurement events and establish a productive relationship with Network Rail, enhancing their prospects for sustained growth in the public sector.

## Notice

This supplier engagement update and Request for Information is to support the Development Partner Framework Strategy Review. Further to the Prior Information Notice dispatched by Network Rail on 11th April 2022 (ref: 2022/S 000-009657) and the Supplier Partner Event on 26th April 2022, this PIN notice seeks to gather market feedback on the proposed approach to the procurement of a Development Partner Framework for Control Period 7 (CP7). The RFI will focus on how the market views the proposed procurement strategy, the capacity and capability in the market and potential contracting models to deliver the work packages. Your feedback will help inform Network Rail how best to deliver potential procurement events in the future. Should you be interested in completing this request for information, the deadline is the 12th May 2022, 17.00 (UK time).

### Lot Information

Lot 1

Appointment of a Design Development Partner. As part of the CP7 transition plan, Network Rail Wales & Western seeks to appoint a Design Development Partner for the region through a 5-8 year framework agreement. Development work will include multi-discipline railway enhancement projects covering Signalling, Power, Telecommunications, Building & Civils, Track, De-carbonisation etc.. The Partner will be expected to provide a full range of disciplines, including engineering, project management, programme planning, risk management, environmental and sustainability management, planning and consents management, alignment with Green Book guidance, architectural services, cost planning, highways services, minor works, construction management and principal designer accountability. This will initially cover the PACE 1 phase, with an option to continue to later PACE phases thereafter. Our aim is to facilitate the establishment of a trusted relationship with a single partner, embrace supply chain innovation and technology and support the Intelligent Client model by reducing duplication of resource. The Design Development Partner will be expected to demonstrate how they will support Network Rail through innovation in terms of delivery solutions and by the depth of experience they will be able to call on within their organisational networks. Procurement will be via an open market tender involving both PQQ and ITT stages. The contract duration will initially be 5 years with 3 annual extensions if required. The maximum estimated contract value over 8 years is anticipated to be PS25 million. The contract will be a framework arrangement with separate task instructions for each workflow. Additional information: This is not an invitation to tender, it is solely a market engagement exercise and no direct business will be awarded as a result of participating in this exercise. Further responding to this PIN will not in any way advantage or disadvantage any supplier in a future procurement exercise. Following the market engagement exercise, Network Rail will not be bound to conduct a procurement exercise.
