## Summary

Stirling Council is initiating a procurement process for a supported housing service aimed at care leavers aged 18 to 26, with the goal of enhancing existing provisions for this demographic. The procurement is currently in the planning stage, with proposals to be submitted by 5pm on 31 May 2022. The project falls under the industry category of social work services (CPV code: 85310000) and is set to be delivered in Stirling, UK, with a planned budget estimated at £350,000 per annum over an initial contract duration of five years, with the option to extend by a further two years.

This tender presents significant opportunities for businesses specialising in social work and housing support services to engage with vulnerable populations, particularly those experienced in trauma-informed practice. Companies that can provide housing support workers to assist young people in gaining essential life skills such as budgeting, education access, and independent living would be particularly well-positioned to compete. The demand for suitable accommodation and support services for care leavers is high, making this opportunity conducive to fostering meaningful social impact while supporting business growth.

## Notice

Stirling Council is seeking to establish a supported housing service for care leavers aged between 18 and 26 that will augment our existing provisions for other age groups of care experienced young people. The support housing service will provide places for 10 young people in Council-owned accommodation that is warm and welcoming providing a nurturing and therapeutic environment. It is anticipated that the building will be leased to the provider who will then collect rent from the young people who are living there.

### Lot Information

Lot 1

Stirling Council is seeking to establish a supported housing service for care leavers aged between 18 and 26 that will augment our existing provisions for other age groups of care experienced young people. The service should also have the ability to provide accommodation for those who are aged between 16 and 18 should the need arise however this would only be anticipated to be very occasionally. Our aims are to ensure that care leavers are not placed in unsuitable or expensive accommodation and that the provision of alternative accommodation will better meet their needs. The supported housing service will be part of a joined-up approach to the provision of accommodation that will help our young people as part of a phased move towards independence and ultimately achieving their own tenancy. The support housing service will provide places for 10 young people in Council-owned accommodation that is warm and welcoming providing a nurturing and therapeutic environment. The service will comply with all national Health and Social Care standards, Continuing Care legislation, and be registered as a housing support service. It is anticipated that the building will be leased to the provider who will then collect rent from the young people who are living there. The Council is seeking notes of interest from providers who can supply housing support workers to provide care and support to our young people who are living in the supported housing. The workers will provide a range of supports to our young people across activities such as domestic support, budgeting skills, access to education and work, and independent living skills. Housing support workers should be trauma-informed and recognise vulnerabilities with experiences of the challenges that young people may face including mental health, substance-use and justice. The estimated budget for the service will be circa 350,000GBP per annum and it would be anticipated that a contract length of 5 years with a further optional 2 years would be put in place. Additional information: Please submit your note of interest by 5pm on 31 May 2022
