## Summary

The contract titled "Mobile App Development Team Partnership" has been awarded by the University of York, located in York, UK. This procurement falls under the industry category of software programming and consultancy services. The process is complete, having taken place through a limited procurement method due to urgent circumstances. The contract has a total value of £1,000,000 and is intended for a duration of up to 24 months. The award was finalised on the 17th of May, 2022, as the University sought a strategic partnership to develop the "MyUoY" mobile application amidst staffing challenges following recent leadership resignations.

This tender presents a significant opportunity for businesses in the software development sector, particularly those with competencies in mobile application development and consultancy services. Companies that have experience in collaborative projects and possess a proven track record in developing user-centric applications would be well-suited to compete for similar future contracts. The urgency in this procurement highlights the potential for agile service providers who can swiftly respond to the needs of educational institutions facing technological challenges.

### Lot Information

Lot 1

Provision of joint University of York/External contractor team to develop the "MyUoY" mobile application. Likely value of requirement is a maximum figure over 2 years.

### Procurement Information

The University is looking to build a team to support its MYUoY mobile application. There is an urgency to do this quickly due to the resignation of the three most senior roles in the team previously managing the application. These resignations mean that the application is in danger of becoming unsupported and ceasing to function. We have identified that we do not have the internal talent pool or numbers of staff available to provision the team entirely from internal staff members as there have been significant challenges recruiting suitable digitally skilled staff members since the COVID pandemic began. The IT department as a whole has been carrying a 20% vacancy rate By not undertaking a competitive tender, the University will increase the lead time available to restart support of the application; thereby significantly reducing the risk of missing a critical date of the end of September 2022 when our next cohort of undergraduates starts. Running a full competitive tender process could potentially mean leaving the application unsupported and it going out of service due to lack of updates. The University has identified a potential strategic partner with which it has worked previously on the MyUoY app. The knowledge they have of the application and our processes is essential to the partnership. As we do not think that another provider would have the same level of knowledge we wish to proceed with our favoured partner. This again would avoid an unacceptable delay to starting the work. This arrangement is intended to continue for up to 24 months, during which time we will consider competitive options for a new, longer-term solution/partner.
