## Summary

Devon County Council is conducting a tender titled "CPF2196-22 - Economic Research, Strategy, Policy and Bid Support Framework" aimed at establishing a framework of suppliers for economic research and bid support services. This open procurement process falls within the services industry category, specifically focused on research and development services. The tender period ends on 29 June 2022, with bids required to be submitted electronically. The primary activities will take place in Exeter, located in the Devon region of the United Kingdom, over a maximum contract duration of four years.

This tender presents a significant opportunity for businesses specialising in economic research, consultancy, and bid development, particularly those familiar with local governance and funding applications. Companies with expertise in economic analysis, project evaluation, and business case development would be well-suited to compete, especially those that understand the dynamics of the South-West England economy. By participating, firms can contribute to vital regional projects, potentially securing lucrative contracts and enhancing their portfolio in public sector work.

### Lot Information

Economic Research and Analysis

This Lot will be focussed on undertaking bespoke analysis and research of economic events, topics, sectors and geographies, which will enhance and add value to our existing economic evidence base. The gathering of evidence from primary and secondary research and analysing the impacts of certain events on the economy will help to provide a deeper understanding of specific issues relating to the economy of Devon and potentially the wider South-West. This will also assist with providing evidence of proposed interventions (e.g. to assist funding applications), as well as provide support to quantify the outputs from existing initiatives to assess whether they are exercising good practice, providing value for money and have achieved their aims.

Bid Writing and Business Case Development

This Lot is for the provision of specialist technical support to DCC and its partners on an individual project basis in relation to bid writing and business case development. The Lot will be used to commission bid and investment plan writing and services to draw down funding from various sources such as the Shared Prosperity Fund (and Multiply), Community Renewal Fund, Levelling Up funds, alongside other regional and national funds, including sources like Lottery Funds. Other work commissioned through Lot 2 will be for researching and writing business cases for projects such as innovation centres and infrastructure projects. These may include primary research to identify local need, as well as outlining project financials and other aspects of support to project management, through to design and execution. A working knowledge of the economies and public-sector bodies within Devon, the wider Heart of the South West area and other parts of South West England, as well as the application processes for various funding pots is expected of the Bidders.
