## Summary

The Cardiff Council is currently seeking tenders for the provision of a Diversion Service, aimed at engaging vulnerable children and young people within the Youth Justice System. This procurement falls under the health and social work services industry category, with a total contract value of £720,000. The tender process is being conducted through an open procedure, and submissions must be made electronically by 21st June 2022 at 12:00. The successful supplier will be required to operate the service on a flexible basis, including evenings and weekends, as directed by the Cardiff Youth Justice Service.

This tender presents significant opportunities for businesses specialising in social work and youth engagement, particularly those with experience in managing services for at-risk youth. Companies that can demonstrate a robust understanding of the challenges faced by vulnerable children, alongside the capability to provide capable staff and infrastructure for service delivery, would be well-suited to compete. Additionally, organisations prepared to address both social and environmental considerations will have a competitive advantage, given the emphasis on community benefits outlined in the contract requirements.

## Notice

The successful tender must be able to demonstrate an understanding and experience of engaging vulnerable children and young people in the Youth Justice System. Specifically, the successful organisation must be able to provide a management structure and staff that delivers a service which will form part of the YJS' overall Out of Court Disposal framework for young people aged 10-17 that are eligible for a Youth Restorative Disposal (YRD). The diversion service will run Monday to Friday, 37 hours per week, 52 weeks per year but the successful organisation must ensure that they are able to work different hours to respond to the need as instructed by Cardiff Youth Justice Service largely based on availability of children and young people and their families. This may include evening or weekend work.
