Kirklees Council has issued this Prior Information Notice (PIN) to raise awareness of a future contract opportunity for Waste Management and to give interested parties the option to participate in a soft market exercise prior to the commencement of a procurement process under the Public Contracts Regulations 2015. The required Waste Management services are to operate and maintain the Councils existing facilities that are due to be handed back when the existing PFI contract expires. The facilities have a good track record of performance and have been well maintained by the incumbent contractor. Kirklees Council requires a solution for residual waste treatment and recycling of waste collected from kerbside domestic rounds, including bulky items, a trade waste service and street litter, all services are operated in-house by Kirklees Council. The new contracted Waste Management solution(s) must be flexible to adapt to currently uncertain future changes in legislation that will have an impact on tonnages, waste composition, calorific value and types of material to be recycled. The Council is also proposing to use the waste heat from the Energy from Waste facility and a proportion of the electricity generated to supply the Huddersfield District Energy Network.

Kirklees Council has issued this Prior Information Notice (PIN) to raise awareness of a forthcoming contract opportunity for Waste Management and to give interested parties the option to participate in a soft market exercise. This exercise aims to provide the Council with the market provider views on its proposed approach and to help shape the procurement documents and services that appeal to current markets and offer value for money solutions. Interested parties will also have the opportunity to participate in a market engagement event prior to the commencement of the procurement process. The required Waste Management services are to operate and maintain the Councils existing facilities that are due to be handed back when the existing PFI contract expires in March 2025. The facilities have a good track record of performance and have been well maintained by the incumbent contractor. The facilities include: * An Energy from Waste (EfW) plant with a capacity to incinerate 136,000 tonnes per annum of residual waste, this has been operational from January 2001. * A Material Recovery Facility (MRF) with a capacity to handle 15,000 tonnes per annum of recycling material, this has been operational from January 2002. * A Waste Transfer Station, with a capacity to handle 58,000 tonnes per annum, this was operational in October 2001. (The above facilities are located in the same building in Huddersfield) * A Waste Transfer Station in Dewsbury with a capacity to handle 150,000 tonnes of residual waste and recycling material per annum, this was operational in July 2001. Surveys of the EfW identify it to be in good condition and to be very well operated and maintained, meaning it should be capable of providing many more years of service. Capital investment requirements have been identified and an ongoing maintenance plan has been secured to ensure the incumbent contractor continues to keep the EfW plant in good condition. Further annual surveys will confirm the condition up to the point of hand-back in March 2025. Kirklees Council requires a solution for residual waste treatment and recycling of waste collected from domestic rounds, including bulky items, garden waste, a trade waste service, street litter and street sweepings, all services are operated in-house by Kirklees Council. The current annual tonnage (2021-2022) of waste that requires treatment is: * 29042 Recycling: Comingled household collections (plastic bottles, pots tubs and trays, paper, card, cans)., WEEE, trade recycling (comingled, paper, card, wood). * 14,982 Green Waste: all household collected green garden waste or from internal teams such as parks. * 133,295 Residual Waste: from household collections, litter patrol, street sweepings, clinical waste, tyres, trade general, inert. * 8,995 Bulky Waste: Domestic bulky collection, trade bulky collection. The new contracted Waste Management services must be flexible to adapt to currently uncertain future changes in legislation that will have an impact on tonnages, waste composition, calorific value and types of material to be recycled. The service(s) are required to be in place by 1st April 2025 and the contract will be for a minimum of ten (10) years, with an option to extend up to a further five (5) years. Kirklees Council declared a climate emergency in 2019 with a commitment to be carbon neutral by 2030 and this contract could play a significant part in working towards those objectives. The Council is also proposing to use the waste heat from the Energy from Waste facility and a proportion of the electricity generated to supply the Huddersfield District Energy Network.
