## Summary

NHS England has conducted a procurement process for the "High Intensity Use" contracting opportunity in the services sector. The tender, valued at £200,000 GBP, aimed to secure external expertise to support the national implementation and growth of the programme. With a contract period starting from August 1, 2022, and an option to extend for an additional 12 months, interested businesses had the opportunity to bid until June 30, 2022. The tender was structured as an open procedure and offered business prospects in health services consultancy, targeting organisations capable of delivering innovative solutions within the health system.

This tender by NHS England for the "High Intensity Use" programme provides significant business growth opportunities for companies in the consultancy and health services sector. Businesses with expertise in community care, urgent and emergency care, and healthcare systems improvement are well-suited to compete for this contract. The procurement process, initiated in May 2022 and now active, calls for innovative solutions to support the delivery, maintenance, and expansion of the programme, ultimately improving patient care outcomes and addressing health inequalities across the UK.

### Lot Information

Lot 1

High Intensity Use (HIU) provides national support to health systems. Currently established in approximately 70% of health systems and with internal and external evaluation showing very positive results both financially and in terms of patient care. 100% coverage of this programme will support several of NHS England's objectives such as:

* Transform and build community services' capacity to deliver more care at home and improve hospital discharge.

* Improve the responsiveness of urgent and emergency care and community care - keeping patients safe and offering the right care, at the right time, in the right setting. This needs to be supported by creating the equivalent of 5,000 additional beds, through expansion of virtual ward models, and includes eliminating 12-hour waits in emergency departments and minimising ambulance handover delays.

100% coverage will help to reduce health inequalities recent Red Cross research shows a strong correlation between HIU and the most deprived populations) and support the recovery of services through freeing up capacity at A&E and managing flow in other settings.

This model supports all 42Integrated Care Services (ICSs) in delivering their four core purposes of improving outcomes in population health and healthcare; Tackling inequalities in outcomes, experience and access; Enhancing productivity and value for money; and helping the NHS to support broader social and economic development. This improvement in patient care will support the most vulnerable in society.

We require external expertise and resources to ensure we can continue to deliver, maintain and grow. The programme and service has spread across a number of CCGs (now moving to ICS footprint) with local health systems indicating implementation and further systems in development or discussion to progress this intervention.

Renewal: Option to extend for 12 months
