## Summary

The procurement process for a travelling exhibition titled "Travelling Exhibition" is being initiated by Zero Waste Scotland Ltd, a public body focused on environmental protection based in Stirling, UK. This contract falls under the services category, specifically aimed at fair and exhibition organisation services, with an estimated value of £181,373. The procurement stage is at the award level and the contract has been awarded following a standstill period which concluded on 30 June 2022. The exhibition is scheduled to tour multiple Scottish cities including Glasgow, Edinburgh, Dundee, Aberdeen, and Inverness during July and August to support the Circular Economy Bill consultation.

This tender presents an excellent opportunity for businesses that specialise in event management, exhibition design, and sustainable practices. Companies with experience in delivering educational and engaging exhibitions, particularly those with existing resources similar to the CONSUMED exhibition facilitated by Edinburgh Science Ltd., would be particularly well-suited to compete for similar contracts in the future. The strategic focus on raising awareness for environmental issues highlights potential growth areas for businesses capable of adapting to the growing demand for sustainable practices and community engagement.

## Notice

Zero Waste Scotland requires a supplier to deliver a tour around Scotland to drive awareness and engagement with the Circular Economy Bill consultation. Edinburgh Science have previously developed an exhibition, CONSUMED, which focuses on the issue of tackling over consumption to reduce the impact on the planet's limited resources and climate change and is ideally suited to this purpose. The exhibition seeks to drive awareness of the issue and how citizens in Scotland, and the world, can tackle it through circular living. Edinburgh Science will use their existing assets for the exhibition and add additional messaging from Zero Waste Scotland on the topic of consumption, the circular economy and the forthcoming CE Bill. The tour will take place during the consultation period (July/Aug) to drive engagement in the consultation. Edinburgh Science colleagues will manage all logistics and event requirements. The Edinburgh Science team will provide additional communications resource in the form of spokespeople on behalf of Zero Waste Scotland to provide citizens attending the exhibition with core information about overconsumption, the circular economy and the CE Bill consultation. The immediate availability of a suitable exhibition resources from Edinburgh Science allow the consultation to be supported through this direct award to Edinburgh Science.

### Lot Information

Lot 1

Services to provide a travelling exhibition, including installation, temporary staffing, accommodation outwith the central belt, including provision of existing collateral (existing IPR owned by the supplier), venue hire, tour set up and project management and associated production costs.

### Procurement Information

Zero Waste Scotland intends to mount a travelling exhibition to five of Scotland's cities to support the consultation process for the Circular Economy Bill. The Edinburgh Science Foundation has previously curated a suitable exhibition, CONSUMED, which can be made available for Zero Waste Scotland's purposes. The grounds for awarding contract without a prior call for competition are that: (1) Competition is absent for technical reasons (The Edinburgh Science exhibition already exists; No other potential tenderer could create an exhibition from scratch in the required timescale; The additional costs for another potential tenderer to create a new exhibition from scratch do not represent value for money). (2) No other supplier could provide the Edinburgh Science exhibition to Zero Waste Scotland, due to the Edinburgh Science Foundation's ownership of IPR in relation to the exhibition. (3) The circumstances (that no reasonable alternative or substitute exists and the absence of competition) have not arisen because of an artificial narrowing of the procurement parameters for the project on behalf of Zero Waste Scotland.
