## Summary

The Surrey Police and Crime Commissioner, located in Guildford, has completed the procurement process for the "Future Operating Model" contract. Classified under the "Business and management consultancy services" industry, this contract aims to support substantial organisational change within the police forces, addressing issues such as digital crime and the need for increased efficiencies. The procurement method was limited, conducted without prior publication of a call for competition, with an award date of 21st June 2022. The value of the contract is £2,000,000, with the successful contractor being PA Consulting Services Ltd.

This tender presents a significant opportunity for businesses specialising in consultancy services, particularly those with expertise in organisational change and efficiency improvements in public service sectors. Companies that can demonstrate a strong track record in navigating challenges associated with digital transformation and enhancing public trust will be well-suited to compete. With the police forces undergoing a structured programme of change, firms offering innovative solutions to complex problems are encouraged to engage in this space to contribute positively to the evolving landscape of public safety.

## Notice

Surrey & Sussex Police (The Forces) are entering a period of substantial organisational change. National 'uplift' requirements are providing continued Police Officer growth, whilst the financial and economic environment necessitates the delivery of savings and efficiencies from other areas of our service. The landscape in which we police is also changing - crime is increasingly digitally enabled, trust and confidence in the service is being challenged, and we are working with partners to support communities in the aftermath of the pandemic. The forces will need to undertake a structured programme of change - potentially reaching across multiple business areas, to deliver a future operating model that is both sustainable financially as well as meeting key priorities for the Forces. The Forces are therefore seeking a suitably qualified and experienced contractor to provide support to this process.
