## Summary

The Ministry of Defence in the United Kingdom is planning a procurement titled "BEROE Mission Control System," which falls under the industry category of spacecraft, satellites, and launch vehicles. The procurement process is classified as an e-Tendering exercise with an estimated value of up to £5 million. The contract period is expected to conclude on 31st July 2023, and interested parties are required to register their interest for updates and further details regarding the tender process at www.contracts.mod.uk. This project entails developing a ground-based open architecture command and control system for the UK MOD’s satellite operations and will be conducted through a framework spanning approximately one year.

This tender presents significant opportunities for businesses engaged in defence technologies, software development, and aerospace systems. Companies with expertise in agile prototyping, satellite operations, or related R&D services are particularly well-suited to compete in this procurement exercise. Participation will involve successfully navigating a three-stage selection process, with the initial pre-qualification questionnaire designed to shortlist suppliers, followed by demonstrations to ultimately select partners for prototyping development. Engaging in such projects can lead to potential long-term contracts and collaborations within the defence sector.

## Notice

BEROE is a ground segment software solution enabling flight operators to conduct satellite tasking, monitoring and control of UK MoD space assets. A one-year project seeking to investigate, develop and demonstrate a ground based open architecture command & control (C2) system for the Pg ISTARI UK MOD ISR satellite constellation. Focussed on maturing, deriving and identifying UK MoD requirements, testing hypotheses, addressing key challenges and stimulating industry to develop product roadmaps to support future operational systems targeted for non-civilian use. SSUN: The UK MoD requires a mission control system to enable Space Command to Control, Monitor and Task On-Orbit Low Earth Orbit satellite(s), Remote Ground Terminals and supporting Operational Readiness Activities (including Simulation Environments), with appropriate scalability, and protection, to enable and sustain flight operations within the Space Command Satellite Operations Centre (SOC). It is proposed that the BEROE requirement will be delivered using the Rapid Agile Prototyping, Scaled for Operations (RAPSO) Commercial framework model. The proposed framework will be of approximately 1 year duration and valued up to a maximum of PS5M, subject to necessary approvals. Operational Capability is not within scope of this framework. Framework participation will be subject to successfully completing a Pre-Qualification Questionnaire (PQQ) and Invitation to Tender (ITT) process. There are three stages under the framework which will be - Stage 1: PQQ and datasheet responses to down select to 10-15 suppliers to take forwards to Stage 2. Stage 2: Demonstrate and down selection to final 2 companies. ITT "light" and tender responses evaluated. Stage 3: Funded development sprint to provide prototype.
