## Summary

The University of Aberdeen is seeking to establish a contract for the supply, delivery, installation, and commissioning of air purification equipment aimed at reducing the risk of Covid-19 transmission in teaching spaces. This tender, titled "Air Purification of Teaching Spaces," falls within the goods category, specifically relating to air filters. The procurement method employed is a limited award procedure without prior publication of a call for competition due to the extreme urgency of the situation, and it has been designated as an active project since the contract was signed on 27 June 2022. The location for delivery is the University of Aberdeen in Aberdeen, UK.

This tender presents a significant opportunity for businesses specialising in air filtration or environmental solutions, particularly those with experience in educational settings. Companies capable of providing high-quality air purification systems that adhere to rigorous Covid-19 guidelines would find this contract especially relevant. SMEs (small and medium-sized enterprises) in the environmental sector may particularly benefit, as this project looks to enhance the safety and functionality of educational environments in light of ongoing public health concerns.

## Notice

This Voluntary Ex-Ante Transparency (VEAT) notice relates to a project to establish an agreement for the Supply, Delivery and Commissioning of Air Purification equipment to reduce risk of Covid-19 transmission in Teaching spaces.

### Lot Information

Lot 1

The University of Aberdeen has a requirement for the Supply, Delivery, Installation and Commissioning of Air Purification equipment to reduce risk of Covid-19 transmission in Teaching spaces. The University has a need to return to normal room capacities to meet on-campus needs whilst taking into consideration the fact that there has been no reduction in the Covid-19 heightened ventilation guidance introduced during the pandemic.

### Procurement Information

Negotiated procedure without prior publication. Justification for selecting award procedure: Regulation 33(c)where (but only if it is strictly necessary) for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for open procedure, restricted procedure or competitive procedure with negotiation cannot be complied with. Only through the recent conclusion of a project to fully analyse and review ventilation in all naturally ventilated spaces within the University, combined with no reduction in the covid heightened ventilation guidance introduced during the pandemic, did it become apparent that existing ventilation would not be suitable for campus needs within teaching spaces. While ventilation has been a concern throughout the pandemic period, it was only through conclusion of the project and the fact that Covid 19 ventilation guidance has not reduced that the need to enhance air purification to meet campus needs became clear. That had not been foreseen by the University. With the existing ventilation system, capacity within teaching spaces would be compromised and would not allow timetabling to conclude successfully for new semester.
