HSC Business Services Organisation intends to enter into an agreement with Varian Aria is the medical oncology, haematology and radiotherapy orders management system currently in use across Northern Ireland. Encompass requires to integrate with the Varian Aria system in order to ensure that current regional processes and requirements for cancer treatment management are integrated with encompass EHCR for system go live.

This agreement is for the development and implementation of integration between the Varian Aria Cancer Management System and encompass EHCR.

### Procurement Information

Varian is the single supplier of this software and they provide support of the main system and their bespoke interface engine. This system is highly specialised for the purpose of cancer treatment delivery and is in use to support cancer services in all HSCNI. Therefore is the only the supplier who can carry out this integration of their own product with the encompass Epic solution being implemented in HSCNI. Alternative options are not appropriate in this instance as Varian is already contracted and deployed across Northern Ireland. Varian is the only cancer treatment management system in use for this purpose regionally. Therefore BSO are seeking to rely on Regulation 32(2)(b) of the Regulations which provides a derogation from the obligation to competitively tender (and enter into a negotiated procedure without prior public of a contract notice) for a contract for goods or services over the Threshold "where the works, supplies or services can be supplied only be a particular economic operator for any of the following reasons:- (ii) Competition is absent for technical reasons
