### Procurement Information

Under PCR Regulation 32 b) ii:- Reference Class Forecasting is an approach which provides a 'counterbalance' to cost and time optimism at strategic decision points. CAAS has a challenge to provide pathways for the development of long-standing estimating and cost engineering staff. RCF provides development opportunities to staff across the 'AWPE' spectrum. As CAAS have moved into MoD Finance and the Assurance space there is a need to develop platforms to ensure we have access to timely and relevant data sets. OGP are the only provider of RCF training. They provide three levels of training from their published brochure; Foundation, Essentials and Certified Practitioner. Subject to approval of this case they are also willing to tailor the training to suit CAAS needs around strategic capability development.
