## Summary

Oldham Council has initiated a comprehensive procurement process to appoint a Master Developer Private Sector Partner (PSP) for the redevelopment of Oldham Town Centre. The procurement falls under the construction work industry category and aims to achieve the Council's vision for the area through a public-private development partnership. The original tender process began with submissions closing in August 2022, while key amendments were approved as recently as March 2024. Currently, the procurement is at the stage of expanding the scope to include Princes Gate due to strategic planning approvals and available funding. This decision prevents potential loss of £5.552m in grants and ensures compliance with the Greater Manchester Combined Authority's requirements. The project's value is substantial, with an estimated total contract value ranging from £350m to £550m. Oldham Council, based at Civic Centre, West Street, Oldham, is leading the procurement process with Mr Darren Judge as the contact point.

The procurement process has followed a competitive dialogue method, engaging businesses capable of meeting the Council's requirements in terms of financial standing and relevant experience in construction and real estate development services. This project presents significant opportunities for businesses specialising in construction works, professional services, architectural design, engineering, and real estate consultancy. The Master Developer PSP will play a key role in contributing towards the council's long-term regeneration goals over a projected 25-year period. Businesses that can offer comprehensive solutions, manage additional opportunity sites, and potentially lead negotiations for third-party land acquisition are highly encouraged to participate. Such projects are a gateway to further opportunities in urban development and thus ideal for firms looking to expand their footprint in regional or local authority projects within the UK.
