## Notice

YWS has embarked upon a Transformation Programme to deliver new and improved business capabilities which will require enterprise-wide changes to process, people, systems and data. Underpinning this is a Technology and Data strategy that will deliver a modern tech landscape, encompassing the full range of IT business applications including core platform technology, ERP, Customer Experience and provision of a Strategic Data Platform. Spatial Information is core to the business operations of Yorkshire Water and there is an ever-increasing requirement to harness the intelligence of this to develop new applications to support core asset management, network maintenance, customer services, hydraulic modelling, interaction with external partners and fulfilment of regulatory obligations, integrating Spatial Information with other core data assets across Yorkshire Water. The current GIS system at YWS has been in use for a long time and has evolved over many years supporting spatial information service requirements across the business. In addition, there are several targeted business initiatives for specific departmental requirements using a range of other GIS product platforms. A GIS Strategy review has been undertaken to take stock of what YWS have, engage across the business to consolidate business requirements, review current technologies available, learn from other UK Water Industry initiatives and identify a Roadmap to the achievement of a new Target Operating Model for the delivery of integrated, high-quality capabilities and services to support the current and future Spatial Information Services needs of Yorkshire Water. The scope of this procurement seeks to select a new GIS core platform and data model and assess GIS core platform service provider's capability in the provision of GIS tooling.

Bidders expressed interest through email by 17:00 (GMT) on 19th August 2022. Bidders were invited to Ariba event, where Selection document pack was shared with them. This includes the Selection document that must be completed by all bidders and submitted in Ariba. All communication took place via Ariba. YWS periodically consolidated clarifications that would be relevant to everyone and shared the response to these with all bidders anonymously. Following an assessment of responses received for Selection, successful suppliers were invited to the ITT stage. Service Description: The GIS programme aims to ensure the provision of capabilities and services to support current and future spatial data, information, processing, analysis and presentation requirements of YWS business activities including but not limited to: Management of clean and waste network records (including our regulatory obligations to share this data with key stakeholders). Management of other spatial data sets - customer, property, land ownership, boundaries, CCTV data and our background OS map sets. Data visualisation to support operations management, field work management, incidents, promote and plan network interventions. Provision of key data sets to mobile field work devices and management of updates to the network, including red-lining and black-lining. This should include on and offline working capabilities using a range of Microsoft and iOS devices. Spatial data analytic platforms - network tracing, integration with industry leading hydraulic and waste-water modelling Integration and data sharing with third parties, e.g. in support of Land Strategy, Environment Agency models, other utilities, infrastructure planning (e.g. HS2) Management of meter and property data for billing, leakage and smart grid enablement Integration into Customer case management applications and processes to support fault diagnosis and to proactively manage interruptions to clean and waste services. Integration into EAM applications, including SAP S/4 for asset & field work management planning and execution. YWS are seeking a GIS core platform and data model that can adhere to the YWS IT Strategy core principles of: Modern - hybrid cloud/on premise landscape, scalable etc. Modern digital architecture easier to integrate - microservices etc. Underlying data model in line with industry standards and directions, e.g. digital built Britain (https://www.cdbb.cam.ac.uk/) Simple - deploy role-based apps more aligned to the diverse user base. E.g. - just need to see where something is on a map, vs advanced spatial data manipulation and modelling. Intuitive apps for raising work on network assets. Consolidate - address the complex fragmented legacy estate and eliminate technologies not aligned to strategic technical direction. Rationalise any user developed/non corporate solutions. Instances of other GIS tools Innovate - more easily able to share spatial data - provide to modelling, predictive tools. Use of AI/ML e.g.to infer where private networks are located. Make it easier and cheaper to test and learn. Automate - eliminate manual administrative tasks, e.g. automate some quality assurance checks of network redlines Insight into Action - predictive/preventative and risk-based network models - help avoid service issues, flooding, Supply Interruptions, etc. Other principles may be communicated to bidders throughout this tender process and during the contract YWS may also procure professional services (such as set-up/configuration services) and a range of other services from the successful provider awarded this contract related to the provider's software which may be needed.
