## Summary

The Greater Manchester Combined Authority (GMCA) has completed a tender process for the “GM Tracker System,” designated under the classification of software package and information systems within the goods procurement category. ## Notice

GMCA's European Social Fund (ESF) Skills for Growth programme will work with circa 30 different skills providers and over 25 000 participants to deliver training based on employer led skills gap intelligence. The funding for the programme, and therefore the services in this tender, are being provided from the European Social Fund. GMCA will need to make claims on a quarterly basis to ESF and this will include anonymised participant information including status on programme. In order to both make these claims to ESF and pay our providers we need a system that tracks an individual through the programme then combines the participant information into a claim for the provider and then again a claim GMCA will submit to ESF. While the core process outlined above is replicated across various business units within the GMCA there will be discreet variances for each business unit (expected to be around workflows and data sets). As such while the core element and processes within of the required system (designated below as Minimum Viable Product (MVP)) will remain the same, the system should be capable to be amended discreetly per business unit to ensure it meets their specific needs around that core solution in relation to workflow and dataset variances. It is expected that the solution user base will increase across the duration of the contract and we will require the solution be designed in such a way that it can be rolled out incrementally to other business areas within the GMCA as required and with minimum effort and configuration. Due to time pressures, the Minimum Viable Product (MVP) build of the system needs to be in place by end of February 2021). The subsequent 3 months will consist of the delivery of the remainder of the requirements of the core solution. Therefore the expected elapsed time from initiation to completion is 6 months for the core system. The cost of the project is expected to cover all development, implementation, project management, licence and support cost for the period of the contract. This will need to be defined on a sliding scale basis as the solution and number of users increase. An internal project team has been established using the Agile project management method, therefore MoSCow rules have been applied to the requirements list and user stories provided alongside this ITT.
