## Summary

The University of York is currently engaged in a public procurement process to extend its Waste Collection and Processing Services contract, originally aimed at managing general and food waste from its campus. This tender falls within the services industry, specifically under refuse and waste-related services, and the plan is to extend the existing contracts for an additional year, expiring on 5th September 2023. The procurement stage is at the award phase, with related lots for General Waste Collection and Food Waste Collection. Key activities will include re-tendering the contract in early 2023, following an engagement period with potential suppliers to better understand market conditions and data discrepancies due to the recent Covid disruptions.

This opportunity could significantly benefit businesses specialising in waste management and environmental services. Companies capable of handling waste collection and processing, particularly those experienced in both general and food waste, would be well-positioned to compete for this contract. Given the current volatile market conditions regarding fuel and labour costs, businesses that can offer competitive pricing and demonstrate adaptability will have a substantial advantage. The University intends to actively engage potential bidders before re-tendering, allowing companies to better prepare their proposals based on insights gained during this interim period.

## Notice

Contract extension by 12 months of existing and pre-tendered contracts for the collection and processing of General Waste (Lot 1), and Food Waste (Lot 2). Contract to expire on the 5th September 2023. Re-tendering of the contract shall take place in early 2023.

### Lot Information

General Waste Collection

Collection and processing of general waste collected from University of York residential and office buildings.

Food Waste Collection and Processing

Collection and processing of food waste from University of York residential and office sites.

### Procurement Information

This is a 1 year extension to the existing contract advertised and procured for a term of 7 years, to expire on the 5th September 2022. This extension falls outside of the initially advertised value and term, and shall be limited to 1 year. Procurement shall commence in early 2023 to re-procure the waste collection and disposal services. A PIN notice shall be issued in the next few weeks together with a market testing questionnaire to seek the view of the market prior to commencing the procurement. It is hoped the 1 year extension will allow sufficient time to engage with the waste market prior to the re-tender. Due to the disruption caused by Covid the University does not have accurate usage figures at this time, and it is felt that because of this lack of accurate data it may be problematic for bidders to tender accurate costs at this present time. The current volatile market conditions regarding fuel costs, and labour (driver) costs, also will make tendering accurate long term costs at this time problematic. The University shall continue to engage with the market and collect data to enable a competitive re-tender of this contract in early 2023.
