## Summary

The procurement process, titled "ZF Gearbox All-in-one Agreement," has been conducted by Network Rail Infrastructure Ltd, focusing on services related to the repair, maintenance, and associated services concerning railways and equipment. The procurement stage is complete, with a contract awarded on 28 April 2022, amounting to £467,000. Activities under this agreement primarily take place at the supplier's premises across various locations in the UK, including inspections at Network Rail locations. The procurement method used was a limited award procedure without prior publication of a call for competition, justified by the need for specific expertise and parts only available from the original manufacturer, ZF Services (UK) Ltd.

This tender presents significant opportunities for businesses involved in railway services and maintenance, particularly those that can provide specialised knowledge in gearbox overhauls and repairs. Suppliers that focus on precision engineering, parts supply, and OEM components are well-suited to compete, especially those positioned as small and medium enterprises (SMEs) that may have the capability to meet the intellectual property requirements and maintain existing warranties. Businesses that can offer comprehensive maintenance solutions while adhering to original equipment manufacturer (OEM) standards will find this procurement an ideal fit to expand their operations within the rail infrastructure sector.

A framework for the overhaul , commissioning, health checks and storage of ZF manufactured gearboxes fitted to 18 on track machines

### Lot Information

Lot 1

Network Rail own a number of Windhoff Multi-Purpose Vehicles (MPV's) which form part of the Overhead Line Engineering Train (OLET). These machines are operated and maintained in multiple locations all over Network Rail's railway infrastructure. 13 of these MPV's are fitted with MTU Powerpacks with an integrated ZF Ecomat Gearbox. Network Rail also owns a number of Plasser & Theurer tampers which form part of the directly operated on-track machine (OTM) fleet. These machines are operated and maintained in multiple locations all over Network Rail's railway infrastructure. Five of these OTMs are tampers that were built by Plasser and Theurer, and have 4WG65 gearboxes supplied by ZF. There are two variants, one with hydraulic final drive and one with a manual dog clutch. This requirement is for the overhaul , commissioning, health checks and storage of these gearboxes.

Options: Option to extend initial 4 year terms by three additional periods of 1 year making the total term 7 years.

### Procurement Information

The justification for this direct award is that the original manufacturers Vehicle Maintenance Instructions specify annual checks (part of the requirements) to be carried out by ZF service personnel, that overhauls (part of the requirements) shall be in accordance with the original build standards, access to which is limited to ZF personnel and subject to intellectual property restrictions. In addition, the use of OEM components are necessary to support warranty periods and any future claim Network Rail may wish to make. Network Rail considers it not to be value for money and a risk to the business to separate out/disaggregate and tender for other labour and physical storage requirements from the complete work scope for a low value requirement.
