## Notice

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS England- Midlands and NHS Derby and Derbyshire ICB (referred to as the Commissioners) are seeking expressions of interest from suitably qualified providers to undertake an 18-month caretaker contract to provide Primary Care Medical Services for St Thomas Road Surgery, Derby City. During the caretaking arrangement, it is envisaged that a re-procurement will be undertaken for a longer-term contract. The Commissioner is seeking a short-term contract due to commissioners not being able to conclude the recent procurement due to exceptional circumstances.

Lot 1

St Thomas Road Surgery is located at the Lister House Building 207 St. Thomas Road, Derby. St Thomas Road Surgery shares the building with another local GP Practice. Please refer to the link below for the practice health profile. https://fingertips.phe.org.uk/profile/general-practice/data#page/12/ati/7/are/Y02442 The key objective of this procurement is to commission safe, high quality and value for money Primary Medical Care Services for the local population who will be served by the GP practice in Derby City. Improving patient experiences, outcomes will be key criteria for this procurement. The Commissioners will be looking for bids that will increase and improve access to services. The services will need to demonstrate how improvements to health care outcomes are made and reductions to health inequalities for patients living in the locality NHS England - Midlands has delegated their commissioning authority to NHS Derby and Derbyshire ICB and as a result, under delegated functions NHS Derby and Derbyshire ICB will act on behalf of NHS England - Midlands. Key points for consideration for interested providers are:- - Must be able to demonstrate an ability to mobilise service provision within a short time frame. Minimum of 3 weeks to commence from 1 October 2022. - Must have an awareness of the local population, key priority areas, neighbourhood and working collaboratively with local providers to deliver services. - Requires recruitment to fill appropriate staffing positions. The TUPE List (which may be subject to change) does not have a GP, and currently includes 0.63 WTE Practice Nurse, 1.00 WTE support staff, 2.74 WTE Reception staff, 0.8 WTE Assistant Practitioner, 1.00 WTE Head Receptionist, 1.00 WTE Wellbeing Advisor, 1.00 WTE Business Manager and 1.00 WTE Clinical Service Manager. - The current practice provides Primary Medical Services, including Health Needs Assessment for residents staying at the contingency hotel in Derby City. This patient cohort will continue to be registered at St Thomas Road Surgery. The new contract is required to start on 1 October 2022. The current weighted patient list size is 4,215 with a raw list size of 4,795 as of April 2022. The contract value will be Global Sum Payment (PS99.70 weighted) plus any additional costs that you as a provider will require to deliver the service until 31st March 2024. Bidders will have opportunity to outline any additional costs within the questionnaire. The contract to be entered into will be in accordance with the NHS Standard Alternative Provider Medical Services Contract. Additional information: If more than one compliant provider registers an interest for this opportunity, meets the requirements set out in this Notice, the questionnaire, and the Service Specification, then the ICB may set out details for a competitive process in August/September 2022. Should only one provider meet the requirements, the ICB reserve the right to award to that provider following due diligence checks.
