Hampshire County Council (as lead authority) on behalf of Central South Coast Inpatient Detox Consortia has awarded a contract for the provision of an NHS substance misuse medically managed inpatient detoxification service between the 1st January 2023 and the 31st March 2025 with an option to extend until 31st March 2027. The service will be based in Hampshire but open to referrals from other local authority areas across the South East (and also Dorset, Bournemouth Christchurch & Poole and Wiltshire). The successful provider will operate a 7-10 bedded unit where there is Consultant Psychiatrist oversight and a specialist multi-disciplinary team who have had specialist training in managing addictive behaviours (including healthcare professionals). The multi-disciplinary team includes psychologists, nurses, occupational therapists, pharmacists, social workers, and other activity, support and administrative staff. The service will provide care to service users with substance-related problems that are sufficiently severe and/or complex that they require medical, psychiatric, and psychological care 24 hours a day and have appropriate facilities to monitor and supervise withdrawal. Both pharmacological and psychosocial interventions will be available to support the effective treatment of both the drug / alcohol misuse and other significant psychological and physical comorbidities should be available and delivered in a trauma informed environment. The provider will dispense medications on-site and there should be agreed pathways for direct access to acute medical emergency services when necessary.

Medically managed detox provision for the most complex individuals is delivered in England by the NHS. A substance misuse medically managed inpatient detoxification service can care for people with complex physical, mental health and behavioural issues and provide 24-hour nursing cover. The service will require good liaison with General Practitioners and clear pathways with, or supported by, acute hospitals. The Service should be equitable across the Central South Coast Consortium area, offering a consistent approach to access and quality standards whilst also taking account of local needs and variation. The service will: * increase the number of people successfully completing treatment and becoming drug and/or alcohol free * reduce the harm and mortality associated with alcohol and drug use and dependency and improve the health and wellbeing of adults with alcohol and drug dependency problems * reduce health inequalities in relation to substance misuse * support people with complex needs to promote and enable recovery * provide a modern service that looks at new ways of delivering and responding to substance misuse dependency. * treat and care for individuals in a safe environment which protects them from avoidable harm. * enable individuals who are drug / alcohol dependant to experience enhanced quality of life and are helped to recover from episodes of ill health. The contract will commence on the 1st October to include a three month mobilisation period and a service start date of the 1st January 2023. The initial term of the service will then run until the 31st March 2025
