## Summary

The Ministry of Defence has completed the procurement process for the "JAOC Video Wall," aimed at enhancing situational awareness in the Joint Air Operations Centre at RAF High Wycombe. This contract, valued at £320,000, involves the supply of a specialised audiovisual system that integrates data from various sources with distinct security classifications. The procurement was conducted through a limited method, specifically negotiated without prior publication of a contract notice. Key details of the award include an active status and a signed contract date of 5th August 2022, with a duration of three years.

This procurement presents significant opportunities for businesses, particularly those specialising in audiovisual technology and systems integration. Companies that can provide interoperable solutions meeting specific technical requirements will find a suitable environment to compete. Given the nature of the contract, businesses focused on research and development in multimedia systems and those capable of delivering highly technical solutions would be especially well-positioned to engage in similar future tenders.

## Notice

Video Wall in the Joint Air Operations Centre to provide Situational Awareness during Global Air Operations, replacing 3 failing OHPs. The AV system needs to be able to take feeds from multiple data sources with differing security classifications to be displayed simultaneously. The system needs to be interoperable with two other systems already in use.

### Procurement Information

The Secretary of State for Defence intends to enter into a supply contract with Harp Visual Communications Ltd, for the purchase of a Multi-Domain Display System (the "System") for use in the Joint Air Operations Centre, Vampire Block, HQ Air Command, RAF High Wycombe. The contract is estimated to be valued at PS320,000, (three hundred and twenty thousand pounds) with a contract duration of 3 (three) years In accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319, this procurement falls to be regulated under the provisions of the Public Contracts Regulations 2015 as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 32(b)(ii) of the PCR 2015 because competition is absent for technical reasons The system that is the subject of this VTN is the only one on the market that meets the Authority's physical and technical requirements due to specific interoperability requirements, as it must be interoperable with two systems already in place at the required location, to enable seamless sharing of information from multiple sources. Procuring a system having different technical characteristics would result in an unacceptable reduction in the effectiveness of operational decisions and air safety.
