## Summary

The London Borough of Brent has completed the procurement process for the Brent Homecare Framework, a contract under the title "Brent Homecare Framework." This procurement falls under the industry category of Health and social work services and involves the provision of homecare services to residents within the Brent area (region UKI72). The framework aims to supplement the main homecare contract by addressing capacity issues or complexities that the primary providers cannot manage. The procurement method used was the restricted procedure under selective procurement. The key contract was awarded on 7 October 2024 and involves 20 providers, with the service starting on 4 November 2024.

This tender presents significant business growth opportunities for SMEs within the health and social care sector, as it invites providers to become part of a robust and responsive homecare framework. Companies specialising in homecare services can benefit from being included in a framework agreement, enabling them to receive homecare package awards efficiently. Given the nature and scope of the contract, businesses that are well-equipped to offer extensive homecare support and those with the capacity to handle complex care needs will find this tender especially advantageous. The awarded suppliers encompass a variety of firms, ranging from small to large scales, highlighting inclusiveness and diverse opportunities for different business sizes.

## Notice

The homecare service provides support to Brent residents to maximise their independence by using a strength based approach giving the service user greater choice in who they receive care from. Appointing providers to a framework will supplement the patch based lead provider model that was implemented for Homecare in 2021. The supplemental homecare framework is set up to allow homecare packages to be awarded by calling off from the framework when lead providers on the main homecare contract have capacity issues or are unable to accept the homecare packages due to complexity. 20 providers would be awarded a place on the home care framework. The Invitation to Tender set out that the Council reserves the right to award to more than 20 providers based on need if the provider's scores are within 0.5% score of the 20th ranked provider.
