## Summary

The Merseyside Police - Procurement Department is inviting tenders for the Merseyside VRP Whole Family Evidence-Based Therapeutic Interventions. This procurement falls under the services category and aims to provide evidence-based therapeutic interventions using a whole family approach. The contract period is over 18 months with an optional extension of 12 months. The tender has a total value of GBP 3,300,000. The submission deadline is set for 16th September 2022, with the contract period starting on 10th October 2022 and ending on 31st March 2025.

This tender presents an opportunity for service providers in the mental health and wellbeing sector to engage in early intervention and prevention initiatives targeting vulnerable children and young people. Providers with expertise in community-based services, cultural competence, and trauma recovery are well-suited to compete. The procurement method is an open procedure, and interested businesses can submit electronic or written bids. The evaluation partner will work closely with the chosen provider to assess the effectiveness of the interventions in reducing vulnerabilities to violence.

MVRP is commissioning for Service(s) over 18-months (optional contract extension of further 12 months) to provide evidence-based therapeutic interventions using a whole family approach. 'Whole family' therapeutic approaches means that family members are clinically triaged for their individual needs, but interventions are co-ordinated/concurrently delivered.

### Lot Information

Lot 1

MVRP is commissioning for Service(s) over 18-months (optional contract extension of further 12 months) to provide evidence-based therapeutic interventions using a whole family approach. 'Whole family' therapeutic approaches means that family members are clinically triaged for their individual needs, but interventions are co-ordinated/concurrently delivered. This Service specification for tender has been designed to respond to the needs of children, young people and families from across Merseyside, as identified by them. There is clear need for earlier mental health and wellbeing support for families right across Merseyside and so this tender is open to applications from all boroughs equally. We advise bidders to seek funding only for what they require/can deliver in the timeframe, as there may be scope in this budget to deliver more than one Service in different areas of Merseyside. However, MVRP will only fund one Service per borough and so encourages partnership/collaborative applications. The Service(s) should take a primary or secondary / early intervention and prevention approach, receiving referrals from a combination of community/non-statutory and statutory services. This is not a crisis intervention service(s). The Service(s) will be community-based in Merseyside and will need to evidence cultural intelligence/competence to best meet the needs of the community, addressing inequality of access to mental health and wellbeing support. It aims to support recovery from trauma/adversity and build resilience to reduce vulnerabilities of children and young people from experiencing violence. MVRP are looking for Provider(s) who are equipped to mobilise quickly to explore this early intervention, whole family approach to improving sustainable wellbeing. The Service(s) will work closely with an evaluation partner (tendered separately) to determine what works to reduce the vulnerability of children and young people from experiencing violence across their lifespan.
