These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework/Dynamic Purchasing System (DPS). NHS Shared Business Services Limited (NHS SBS) intends to put in place a Framework Agreement for the provision of Healthcare Planning, Construction Consultancy and Ancillary Services to be used by NHS SBS Approved Organisations. The Framework will be structured using the following Lots: * Lot 1 Architectural Services * Lot 2 Project Management * Lot 3 Civil & Structural Engineering * Lot 4 Quantity Surveyor * Lot 5 Mechanical, Electrical and Public Health (MEP) * Lot 6 Principal Designer Services * Lot 7 Multidisciplinary Services * Lot 8 Building Surveyors * Lot 9 Healthcare Planning * Lot 10 Net Zero, Environmental Consultancy & Sustainability * Lot 11 Ancillary Services We are committed to working with suppliers who are dedicated to Sustainability and Social Value and there will be a significant weighting on these elements in the tender. Our Approved Organisation list can be found at: https://sbs.nhs.uk/proc-framework-agreements-support ### Lot Information Architectural Services This Lot provides Architectural Design, Technical Consultancy, and Engineering for construction projects across all RIBA work plan stages. Users may appoint a multidisciplinary project team via this Lot, providing the Architect acts as lead. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 70 bidders for Lot 1. For all Lots, the maximum number of Bidders may increase where 2 or more Bidders have tied scores in the last awardable position for the Lot. Additionally, NHS SBS reserves the right to award to any Bidder whose final score is within 1% of the last awardable position of the lot. Project Management This Lot provides project and programme manager expertise including reviews of capital plans, creation of project briefs and project management plans. Services includes managing the delivery of contracts for works, services and goods in conjunction with the agreed Project Management Plan and/or Programme Management Plan. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 50 bidders for Lot 2. For all Lots, the maximum number of Bidders may increase where 2 or more Bidders have tied scores in the last awardable position for the Lot. Additionally, NHS SBS reserves the right to award to any Bidder whose final score is within 1% of the last awardable position of the lot. Civil & Structural Engineering This Lot provides detailed Design, Specification, Technical consultancy, and Engineering regarding structural options based upon an initial brief, including outline design schematics, staging and programme advice, buildability, and maintenance issues. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 50 bidders for Lot 3. For all Lots, the maximum number of Bidders may increase where 2 or more Bidders have tied scores in the last awardable position for the Lot. Additionally, NHS SBS reserves the right to award to any Bidder whose final score is within 1% of the last awardable position of the lot. Quantity Surveyor This Lot provides on-going cost and contract advice for construction projects, including preparation of Cost Estimates to support Capital Planning and Business Planning activities, cost advice to support value engineering studies, risk management advice, preparation and maintenance of cost plans, provision of contractual advice in relation to procurement strategy and tender documents. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 50 bidders for Lot 4. For all Lots, the maximum number of Bidders may increase where 2 or more Bidders have tied scores in the last awardable position for the Lot. Mechanical, Electrical and Public Health (MEP) Services This Lot provides detailed design Schematic Drawings, Specification and Detailing of Mechanical, Electrical, and Public Health Services including thermal and/or performance modelling (for example CFD modelling or Energy usage simulations) of the proposed works. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 50 bidders for Lot 5. For all Lots, the maximum number of Bidders may increase where 2 or more Bidders have tied scores in the last awardable position for the Lot. Additionally, NHS SBS reserves the right to award to any Bidder whose final score is within 1% of the last awardable position of the lot. Principal Designer Services (Inc. Health & Safety) This Lot provides advice and support in respect of the Construction (Design and Management) Regulations 2015 (CDM 2015), which came into force on 6 April 2015, replacing the CDM 2007. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 30 bidders for Lot 6. For all Lots, the maximum number of Bidders may increase where 2 or more Bidders have tied scores in the last awardable position for the Lot. Multidisciplinary Services This Lot provides access to Multidisciplinary teams and will include but not limited to the requirements of the following disciplines: * Project Manager * Quantity Surveyor * Architect * Civil and Structural Engineers * Mechanical, Electrical and Public Health * Principal Designer Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. A Framework Agreement will be awarded to a maximum of 50 bidders for Lot 7. Building Surveyors This Lot provides Building Surveyor services in accordance with RICS professional standards and competencies including undertaking general building condition surveys and preparing reports, undertaking structural surveys and preparing specifications, providing whole life cost considerations, advice on the conservation of historic buildings, assistance with planning applications and advising on property legislation and building regulations and assistance with design and regulations on access to the needs of people with disabilities. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. Additionally, NHS SBS reserves the right to award to any Bidder whose final score is within 1% of the last awardable position of the lot Healthcare Planning Healthcare Planning aims to provide our clients with all elements of Healthcare Planning and strategy including Developing model of care, Demand & capacity modelling, Business case development, Population health needs assessment, and Strategic estates planning. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 30 bidders for Lot 9. For all Lots, the maximum number of Bidders may increase where 2 or more Bidders have tied scores in the last awardable position for the Lot. Net Zero, Environmental Consultancy & Sustainability This Lot provides Energy Strategy Specialists, who can provide services which include but are not limited to Energy Efficiency Consultancy, Audits, Surveys, BREEAM Assessors and Consultants' Energy Strategy. This lot also aims to provide consultancy and advice around lowering your carbon output to achieve a net zero carbon footprint. This Lot also provides consultants to undertake feasibility studies and regulatory assessments of contaminated land and waste management, BREEAM assessors and consultants for pollution control, damp, invasive weeds, noise and air quality, acoustics, flooding, and drainage. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 30 bidders for Lot 10. For all Lots, the maximum number of Bidders may increase where 2 or more Bidders have tied scores in the last awardable position for the Lot. Additionally, NHS SBS reserves the right to award to any Bidder whose final score is within 1% of the last awardable position of the lot Ancillary Services This Lot provides additional Construction Advisory services in accordance with professional standards and competencies. Core services include the provision of Six Facet Surveys, Town Planning, Business Case Authoring, Estates Strategy, preparing and issuing tender documentation, NEC Supervisor, and clerks of works duties. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ) and Award Questionnaire (AQ) requirements applicable, and Bidders are asked to respond to these also. A Framework Agreement will be awarded to a maximum of 70 bidders for Lot 11.
