## Summary

The Birmingham City Council has awarded a contract extension for Civil Parking Enforcement Services to NSL Services Limited. The procurement was under the services category with the title "Contract Extension - Civil Parking Enforcement Services". The procurement method used was limited with negotiation without publication of a contract notice. The proposed extension aims to provide more time for preparatory work related to new moving traffic enforcement powers set to come into force on 31st May 2022.

This tender offers business growth opportunities for companies well-versed in parking enforcement services and traffic regulation. NSL Services Limited, a large-scale supplier, successfully secured the contract. Birmingham City Council, as the contracting authority, is actively engaging in the procurement process. Businesses in the United Kingdom region with expertise in civil parking enforcement and traffic management could potentially benefit from participating in similar tenders in the future.

### Procurement Information

The Government has committed to make the moving traffic enforcement powers under Part 6 of the Traffic Management Act 2004 available to local authorities outside London. The regulations giving effect to these powers were laid in Parliament earlier this year and are awaiting Parliamentary approval. It is expected for the new regulations to come into force on 31st May 2022. Local authorities currently undertaking civil enforcement of parking, can apply to adopt moving traffic enforcement powers once they have completed public consultations and all other necessary preparations, which includes review of signage and to digitise all Traffic Regulation Orders. The proposed extension will provide more time to undertake the preparatory work which will give a fuller understanding of the scope of these additional enforcement powers to include in the requirements of the new contract.
