## Summary

The Northern Ireland Housing Executive is managing a procurement process for the provision of agency workers to fill Technical and Professional Specialist roles under Lot Three of its framework agreement. This framework, initially covering the period from 1 April 2023 to 31 March 2025, has now been extended until 31 March 2026, with potential further extension to 31 March 2027. The contracting process is at the award stage, with notable amendments including a modification of the contract value as per Regulation 72, to accommodate increased demand. Key suppliers involved include Kennedy Business Services Ltd, Riada Resourcing Ltd, and several others, mainly located in the UK and Ireland. The procurement falls under the CPV classification 79620000, indicating supply services of personnel, and is conducted via an open procedure with compliance to the Public Contracts Regulations 2015.

This procurement presents valuable opportunities for businesses specialising in personnel supply services, especially those that can deliver temporary staff effectively to meet an array of professional requirements such as cover for internal secondments, structural change projects, or additional workloads. Small to medium-sized enterprises (SMEs) including Kennedy Business Services Ltd and MPA Recruitment Ltd, alongside larger corporations like CPL Resources PLC, are playing a role in this ongoing framework. Given the nature and scope of the services needed, this tender is ideal for organisations capable of providing specialised technical and professional staff in Northern Ireland, particularly those already acquainted with agency workers’ regulations.
