## Notice

Peterborough City Council's (PCC) Care & Repair Home Improvement Agency, part of the Adult Social Care Home Service Delivery Team, anticipates undertaking a procurement exercise for the provision of a framework agreement for contractors to deliver grant funded adaptations and building works. The Council is committed to transforming local provision to better meet the needs of vulnerable, elderly and disabled adults and disabled children the Peterborough Unitary Authority area. The purpose of the proposed procurement exercise will be to procure almost all the agency services by utilising schedules of rates and competition within the framework, in order to develop an innovative, flexible team of contractors to deliver the Council's Disabled Facility Grant allocation from central government. The contract was intended to be divided into 4 Lots: - LOT1 - Level Access Shower and Minor Aids & Adaptations - LOT 2 - Boiler & Central Heating - LOT 3 - Specialist Deep Cleaning and De-Cluttering - LOT 4 - Lifts Regarding Lot 3, Peterborough City Council made a provisional decision to award which was subject to expiry of the mandatory ten day standstill period, in accordance with regulation 87 of the Public Contracts Regulations 2015, without challenge and subject to Peterborough City Council's internal approval process. Following a review of the procurement as part of the Council's approval process it was decided that the process for Lot 3 should be discontinued and a new, separate procurement be undertaken to ensure compliance with Public Contract Regulations 2015. The contract notice reference for the separate procurement for Lot 3 is 2023/S 000-000993.

### Lot Information

Level Access Shower and Minor Aids & Adaptations

Efficiently install Level Access Showers and associated work and minor aids and adaptations, both in occupied domestic properties. Maintain capacity for busy periods. Complete an average of between 75 to 150 shower jobs and 100 to 200 minor aids and adaptations per year. This can vary as it is reliant on demand and budgets Use responsive, suitably qualified, and experienced, knowledgeable contractors Use locally based contractors to aid in the responsiveness of the service Produce high quality work with minimum disruption for clients Obtain value for money Commence work promptly following the receipt of an order To complete the work promptly Work in occupied properties with the minimum disruption to the client who will be included in one or more of the following categories: elderly, disabled (mentally and/or physically), vulnerable, on a low income. This list is not conclusive.

Renewal: 1 x 12 Month Optional Extension

Boiler & Central Heating

Efficiently install boiler and central heating systems in occupied domestic properties. Maintain capacity for busy periods Complete an average of between 15 to 20 cases per year. This can vary as it is reliant on demand and budgets. Use responsive, suitably qualified and experienced, knowledgeable contractors. Use locally based contractors to aid in the responsiveness of the service. Produce high quality work with minimum disruption for clients. Obtain value for money Commence work within 10 working days of receipt of instruction and for urgent installations 3 working days from receipt of instruction (Up to 25% of work). To complete the work within 5 working days unless an exception is agreed with Care & Repair. Work in occupied properties with the minimum disruption to the client who will be included in one or more of the following categories: elderly, disabled (mentally and or physically), vulnerable, on a fixed or low income. This list is not conclusive.

Renewal: 1 x 12 Month Optional Extension

Specialist Deep Cleaning and De-Cluttering

Efficiently deliver specialist deep cleaning, decontamination, decluttering and clearance services in occupied or empty domestic properties due to occupier being in hospital or interim care setting. Maintain capacity for busy periods Complete an average of between 25 and 35 jobs per year. This can vary as it is reliant on demand and budgets. Use responsive and suitably experienced Contractors with an in-depth knowledge and understanding of people displaying hoarding behaviours and/or persistently self-neglecting their home environment. Use locally based contractors to aid in the responsiveness of the service. Deliver high quality work with minimum disruption for clients. Obtain value for money Commence urgent work within 24hrs of receipt of instruction and within 5 working days from receipt of instruction for all other work. To complete the cleaning work within an average of 2 working days unless an exception is agreed with the Housing Programmes Team and declutter clearance work as agreed at the site visit. Work in occupied properties with the minimum disruption to the client who will be included in one or more of the following categories: elderly, disabled (mentally and/or physically), vulnerable, on a fixed or low income. This list is not conclusive.

Renewal: 1 x 12 Months Optional Extension

Lifts

In occupied domestic properties. Maintain capacity for busy periods. Complete an average of between 50 and 75 stairlifts (25% curved), between 2 and 4 step lifts, between 15 and 25 Ceiling Track Hoists per year and between 10 and 15 Vertical Through Floor Lifts per year. This can vary as it is reliant on demand and budgets. Use responsive, suitably qualified and experienced, knowledgeable contractors. Use locally based contractors to aid in the responsiveness of the service. Produce high quality work with minimum disruption for clients. Obtain value for money Commence work promptly following the receipt of instruction To complete work promptly Work in occupied properties with the minimum disruption to the client who will be included in one or more of the following categories: Aged, disabled (mental health, learning disability and or physical) or otherwise incapacitated. This list is not conclusive. The expected benefit of procuring work this way are a reduction in delays and poor experiences with contractors, and a consistent and shortened timescale from date of first enquiry to completion on site.
