### Procurement Information

East Devon District Council had implemented this Human Resources System prior to Exeter City Council and Teignbridge District Council. As part of Strata Service Solutions' convergence project, Teignbridge and Exeter had the system rolled out 3 years ago. However, due to delays (e.g. COVID), this roll out and inbedding is still happening. Strata Service Solutions Ltd tried to arrange a direct award via a framework, however, Strata would not have been offered the above price if this was awarded through the framework. Therefore, it made commercial sense to direct award outside of the framework.
