## Summary

The Business Services Organisation I T S has awarded a contract titled "EPES CFU and Ophthalmic Applications Support" for IT services. The procurement was carried out through a limited procedure without prior publication of a call for competition. The contract is valued at £915,186.27 and was signed on 28th October 2022. DXC Technology was awarded the contract. The procurement process is related to the Electronic Prescribing and Eligibility System (EPES) and aims to provide support until a replacement system can be implemented.

This tender presents opportunities for businesses in the IT services sector, specifically those experienced in consulting, software development, and support services. Given the nature of the contract and the focus on IT services, businesses with expertise in IT consultancy and software development would be well-suited to compete for future similar tenders. The procurement process is at an award stage, and potential suppliers should consider the buyer's requirements as outlined in the contract description to tailor their proposals accordingly to secure similar contracts in the future.

## Notice

In June 2008, the Electronic Prescribing and Eligibility System (EPES) went live. The objective of the project was to capture prescription information from Community Pharmacies into a central EPES Database. This system was introduced to speed up pharmacy re-payments, allow for closer scrutiny of the prescribing and dispensing process, and reduce lost income through patients falsely claiming to be in receipt of a qualifying Social Security benefit.

### Lot Information

Lot 1

In June 2008, the Electronic Prescribing and Eligibility System (EPES) went live. This system was introduced to speed up pharmacy re-payments, allow for closer scrutiny of the prescribing and dispensing process, and reduce lost income through patients falsely claiming to be in receipt of a qualifying Social Security benefit. Failure to provision the extended support places BSO at serious risk of an application failure from which we would be unable to recover from. Contractor payments of approximately PS576m per annum would be defaulted on and there would also be a risk of fraud as it would be impossible to process prescriptions and estimate payments manually. Considerable reputational damage to BSO and the wider DoH would be incurred with also a rick of legal action from contractors who have not had payments made to them. DXC are the incumbent contractors and own the Intellectual Property Rights on the software.
