## Summary

The Bristol Centre for Enablement issued a tender titled "BCE Transportation 2022-25" for the procurement of 25 special-purpose motor vehicles to support clinically and engineering domiciliary visits across Bristol, North Somerset, and South Gloucester regions. The procurement method was limited, and the procurement was undertaken without the publication of a contract notice due to market disruptions caused by Brexit, the Covid-19 pandemic, and the Ukraine invasion. The contract's total value was GBP 597,486.00, and it was awarded to Pearce Bros (AutoRentals) Ltd. The buying organisation, NHS South West - Acutes, managed the procurement process.

This procurement opportunity could be attractive to businesses specializing in providing special-purpose motor vehicles for healthcare services. The specified vehicles require operational fit-out, making them non-standard and potentially affecting resale value. However, Pearce Bros (AutoRentals) Ltd won the contract due to submitting the lowest life-cycle cost, offering the earliest delivery date, and satisfying the key requirements, such as ownership of a tail lift. Businesses aiming to compete in similar tenders should focus on meeting specific operational needs and providing comprehensive cost-effective solutions to meet client demands.

### Procurement Information

Brexit, the Covid 19 pandemic and the Ukraine invasion have caused major disruption to the vehicle market with significant price increases, very limited availability, and long lead times that can be more than 12 months from the point of order. Time is of the essence given rising costs and availability and contracting a new fleet is urgently required to ensure service continuity, mitigate cost pressures, and access those vehicles that are available. The Trusts requirements are 'non-standard' as they include some operational fit out, but this subsequently affects the providers resale value, a key factor in the business model, and most likely the reason for the lack of bids. 7 companies were requested to submit an initial quotation. Only two submitted a quotation. The rest did not response or were unable to help given the specific requirements. Of those who responded, Pearce Bros (AutoRentals) Ltd submitted the lowest life-cycle cost. In addition, Pearce Bros (AutoRentals) Ltd were chosen based on the earliest delivery date and ownership of the tail lift, which was a key requirement
