## Summary

In November 2023, after an open tender, Belfast City Council awarded a contract for Car Park Management and Off Street Parking Enforcement services to Marston Holdings Ltd. The contract covers a consortium of 8 councils in Northern Ireland, with an estimated value of GBP 13,500,000 over a 9-year period. The services include off-street enforcement, penalty charge notice processing, debt recovery, and customer service. The contract involves a consortium of councils each managing their own contract with the successful bidder, offering opportunities for business growth for service providers in the parking enforcement industry.

This tender presents opportunities for service providers in the car park management sector to engage in a joint procurement exercise led by Belfast City Council. With a focus on innovative parking schemes and technology-driven enforcement methods, businesses with experience in parking management services, enforcement technologies, and customer service would be well-suited to compete. The contract process involves individual agreements with council members of the consortium, offering clear avenues for business expansion within the parking services sector in Northern Ireland.
