## Summary

The Department for Infrastructure's Driver and Vehicle Agency (DVA) has completed a procurement process for ongoing IT services needed to support the statutory vehicle testing service. The procurement process is centred on a contract awarded to Capita IT Services Ltd, covering a variety of IT services including consulting, software development, internet, and support. This process follows the limited procurement method, awarding without prior publication of a call for competition, justified under the Public Contracts Regulations 2015 to ensure continuity after the initial procurement. The most recent modification was enacted on 28th May 2026, increasing the contract value to £2,763,152.88. The services are to be rendered in Northern Ireland (UKN), with the contracting authority situating its operations in Belfast. The procurement primarily caters to the services category under the CPV classification code 72000000.

This tender presents significant opportunities for businesses specialising in IT services, particularly those with the capability to manage large-scale public contracts. Firms with expertise in IT consulting, software development, and support services are well-positioned to benefit and potentially expand their portfolio through partnerships with public entities. The contract modification indicates a sustained collaboration with existing suppliers, suggesting that businesses capable of offering integrated, reliable services with minimal disruption to public operations could be favoured in future procurements of similar nature. Such contracts can provide not only financial growth but also strategic positioning in the public sector IT solutions market.
