## Summary

The Highland Council is planning a tender titled "Request for Information - Passenger Transport Management System" in the services category. The procurement process aims to explore options for a system aiding in route planning, data exchange, and analysis related to passenger transport. The tender is at the planning stage, and the future notice date for communication is set for 12th December 2022. The location for delivery is Inverness, UK, and the industry classification is vehicle-fleet management services.

This tender offers opportunities for businesses providing industry-specific software packages, software and information systems, and scheduling software. Companies operating in the software development sector with expertise in transport management systems would be well-suited to compete. The Highland Council, as the buying organisation, aims to engage suppliers in shaping future requirements and developing a best value strategy for the procurement of a Passenger Transport Management System. Interested businesses are encouraged to participate, contributing to the improvement of transport services in the region.

## Notice

The Highland Council is currently considering its options regarding the future of the contractual arrangements for a Passenger Transport Management System (PTMS) which will aid in route planning, option appraisal and testing, record keeping, scheduling, payment processing, data exchange with other Council systems, report creation, and analysis of data on contract performance, pupil numbers, eligibility and reasons for changes in costs. It is hoped this will assist Council staff in shaping their requirements for the future, understanding the current market and future developments, and developing the best value strategy for any future procurement.

### Lot Information

Lot 1

As part of the Transformation Programme, a review of the Highland Council's school transport policies and practices was undertaken. This review was wide-ranging, covering legal compliance, eligibility, cost pressures, options for making savings including alternative means of provision, operational practices and safety. The report recommends procurement of a specialist software system for transport management, to provide functionality beyond the capability of the Excel systems currently used. This will aid route planning, option appraisal and testing, record keeping, scheduling, payment processing, data exchange with other Council systems (for example Integra or SEEMIS), report creation, and analysis of data on contract performance, pupil numbers, eligibility and reasons for changes in costs. As part of our fact-finding process, The Council is inviting suppliers to provide information requested in the attached "Request for Information" document. It is hoped this will assist Council staff in shaping their requirements for the future, understanding the current market and future developments, and developing the best value strategy for any future procurement.
