## Summary

The Office for Nuclear Regulation initiated a tender with the title "Development of a Nuclear Industry Learning Pathway for Human Factors" in the services category related to nuclear safety. The tender, which has reached the award stage, involved designing a learning pathway for human factors competence in the nuclear industry. The procurement method used was an open procedure, with a cancellation of the lot due to reasons not specified in the document. The tender was awarded on 24th November 2022, with a contract value of £300,000.

This procurement process conducted by the Office for Nuclear Regulation presents an opportunity for businesses in the nuclear industry services sector to engage in developing human factors competence. Ideal competitors would possess expertise in nuclear safety services and experience in designing learning pathways. The awarded contract was granted to the Chartered Institute for Ergonomics and Human Factors, a small to medium-sized enterprise, indicating opportunities for SMEs in this domain to potentially secure similar projects in the future.

## Notice

Design a Human Factors Learning Pathway for the nuclear industry and a strategy and programme for its implementation. There are two main objectives: 1 Using subject matter experts, and in consultation with the nuclear industry, use the information in a gap analysis previously undertaken to design a learning pathway for developing human factors competence in the nuclear industry. This must be capable of receiving CIEHF and academic accreditation. 2 Using subject matter experts, and in consultation with the nuclear industry develop a strategy and programme for the development and implementation of the learning pathway over financial years 23/24 and 24/25.

### Lot Information

Lot 1

Negotiated procedure without publication of a contract notice or call for competition to secure access to the professional body within the UK for human factors.

Options: The anticipated duration of the contract is 36 months, but with an option to extend for a further 12 months (i.e 3+1) if agreeable to both parties.

### Procurement Information

ONR asserts its belief that CIEHF are the only economic operator that are capable to support ONR for this requirement. CIEHF have specific experience in developing human factor learning pathways and subject matter expertise in the development of courses that gain accreditation by academic institutions. This puts them in a unique position to develop a suitable learning pathway for the nuclear industry. ONR has no knowledge of any other suitable provider who holds the ability to satisfy its full set of requirements and consequently asserts that all general grounds have been satisfied.
