## Summary

The UK Research & Innovation has awarded a contract for the procurement of two Benchtop quadrupole mass spectrometers under the title "UKRI-2624 LMS Mass Spectrometer". The procurement falls under the goods category with the main procurement category being mass spectrometer. The award was given to Waters Limited as the only provider capable of meeting the technical requirements, following a negotiated procurement method without prior publication of a contract notice. The contract has a total value of £718,092 and was signed on November 23, 2022, with delivery locations in the UK Inner London – West region.

This tender presents business growth opportunities for suppliers in the scientific equipment industry, particularly those specializing in mass spectrometry. The tender process was limited and tailored to meet specific technical requirements, providing a niche market for suppliers like Waters Limited. The UK Research & Innovation, as the buying organisation, aims to drive innovation through targeted procurement processes that support critical research functions. Businesses engaged in research and technology development can benefit from such tenders by aligning their offerings with the unique requirements outlined in the procurement brief.

### Lot Information

Lot 1

This VEAT notice is to notify of our intention to award a contract for the supply of two Xevo TQ-XS Systems. The multi-steroid assays that are critical for the research and important for further translation and innovation have been developed on the Waters Xevo TQ-XS platform in partnership among Institutes. The further development, application and translation of these assays is critically dependent on cross-validation across platforms. Therefore, LMS needs specifically the Waters platform. UKRI intends to award a contract to Waters as the only provider of equipment capable of meeting our requirements and considers that award of a contract without prior publication of a call for competition is justified under regulation 32(2)(b)(ii) of the PCR 2015 because competition is absent for technical reasons. Additional information: UKRI intends to award a contract to Waters Limited as the only provider of equipment capable of meeting our requirements and considers that award of a contract without prior publication of a call for competition is justified under regulation 32(2)(b)(ii) of the PCR 2015 because competition is absent for technical reasons.
