## Summary

The London Borough of Enfield is planning a tender process for the provision of Environmental Enforcement Services. This tender falls under the services category in the environmental services industry. The Council is currently engaging in a pre-procurement market exercise to gather market intelligence and views. Interested providers are required to submit a Soft Market Test Questionnaire by 9th December 2022. The contract is expected to run for 4 years with possible extensions, and a future procurement opportunity may be published in early 2023.

This procurement process by the London Borough of Enfield presents an opportunity for businesses interested in environmental services to participate. Companies specialising in Environmental Enforcement Services would be well-suited to compete in this tender. The Council's aim is to enhance the borough's street scene and address environmental offenses through Fixed Penalty Notices. Businesses should be prepared to cover their costs for participating in the market engagement exercise. Potential providers are encouraged to engage in this initial phase to inform the Council's decision-making for upcoming procurement opportunities.

## Notice

The London Borough of Enfield ('the Council) is undertaking this pre-procurement market engagement/discovery exercise to gather market intelligence and views regarding a provision of Environmental Enforcement Services. This is a service concessions contract. Interested providers are invited to submit a Soft Market Test (SMT) Questionnaire (Appendix 1 - included in the Market Engagement pack and uploaded on to www.londontenders.org). This should be completed and submitted to the Council by 12:00 noon on 9th December 2022. The main objective is to bring about an improvement to the borough's street scene, contributing to a "Cleaner, Greener Enfield," through a reduction in "Environmental Offences" via the service of Fixed Penalty Notices (FPN) for different type of offences. The purpose of this initial engagement phase is to help inform the Council's options and further decision making. For the avoidance of doubt, this PIN is intended as an awareness/information gathering exercise only and is not a call for competition, is not a pre-qualification process and is not the start of a formal procurement exercise. Participation or non-participation in this pre-procurement market engagement/discovery exercise shall not prevent any potential provider participating in, nor shall it place any potential provider at an advantage in any future procurement opportunity. Any future procurement opportunity could be published early next year (2023). However, this timeframe is indicative only and the Council reserves the right to reschedule any forthcoming publication at any time. Participants must also know that they should cover their own cost of participating in this market engagement and the Council is not liable for any cost incurred due to potential provider's participation in the exercise.
