## Notice

Contract with B2i for the provision of development, support and maintenance of the Snow Owl(r) Collaborative Authoring Platform and Terminology Server provided by B2i Healthcare to underpin the terminology authoring processes. This platform and tooling are used to author national SNOMED CT codes, and the ongoing maintenance of publication of the maintenance and improvement of the SNOMED CT UK Drug Extension.

### Procurement Information

A. The works, supplies or services can be supplied only by a particular economic operator as competition is absent for technical reasons:
The UK SNOMED CT release is the second largest in the world (the largest is Singapore who also use Snow Owl), larger even than the International release. 
The only other terminology and authoring tool used by National Release Centres is provided by SNOMED International, but they have previously stated they would not be able to support the additional requirements of the UK's national release.

B. No reasonable alternative or substitute exists: A change in contractor for the provision of development, support and maintenance of the SnowOwl and SnowRay. There is no other tool in existence that can meet our requirements and all other existing terminology tools would need to be developed to meet them, this would cause significant duplication of costs as any replacement provider would have to dedicate substantial resource to establishing and understanding the detailed design and operation of SnowOwl Authoring platform and terminology server.
