## Summary

The Crown Commercial Service has completed a procurement process for the Print Marketplace under the RM6071 framework. This public sector printing services tender was awarded to Allied Publicity Services (Manchester) Limited. The tender aimed to provide high-volume, low-spend printing services across the public sector, with a focus on real-time pricing and supplier base access. The procurement method used was a limited award procedure without prior publication of a call for competition. The award was valued at £200 million GBP and the contract was signed on 1st June 2020.

This contract presents growth opportunities for businesses in the printing and related services industry, particularly those specialising in printed matter, brochures, booklets, security-type printed matter, and more. Companies with expertise in print services and dynamic pricing models would be well-suited to compete in this tender. The extension of the Print Marketplace Framework Agreement by 6 months aligns the service expiry date with the Print Management Services framework to ensure continuity of service. The procurement process involved a single supplier providing end-to-end printing services, managed by the Crown Commercial Service in partnership with YPO.

### Procurement Information

In accordance with Regulation 72 paragraph 1 (e ) of the Public Contract Regulations 2015, CCS intends to modify the Print Marketplace Framework Agreement (RM6071 (PMP)) by extending the term by 6 months. PMP was awarded on 15th June 2020 (https://www.contractsfinder.service.gov.uk/Notice/819bead0-9e5d-4a7c-a7bd-cbaabd37a63c), as a brand new digital offering for purchasing print and supplementing the Print Management Services framework. Due to delays in the mobilisation stage the framework did not 'Go Live' until 16th December 2020, effectively losing 6 months from the framework term. Also, the CCS Print strategy has evolved and moving forward the PMP will be merged into the next Print Management framework as a standalone lot for the next procurement. However due to the differing timescales of the 2 frameworks, this would result in a 6 month gap in service for PMP (which finishes earlier) hence the need for the extension. As a result of the modification PMP will now expire on 15th December 2024 which is in line with the Print Management Services framework (RM6170), which is due to expire in December 2024. The re-procurement for both services will begin together in 2023 subject to project timescales. This modification will not result in any change to the original Framework Agreement value and it accommodates the delay in mobilisation and alignment to the Print Management re-procurement.
