Award of a contract without prior publication of a call for competition in the cases listed below The procurement falls outside the scope of application of the regulations Explanation: NGN's Ctrl Hub contract is being renewed whilst alternative solutions are being explored. This extension is short term to ensure continuity of service until the longer term plan is agreed. There is a risk to moving to a new supplier and these risks link to GSOS payments, RRP reporting and the risk to NGN in not having stable software if we were to change supplier against our license requirements.
