It is considered that this contract placement can be placed using the Negotiated Procedure Without Prior Publication pursuant to Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons because; a. Ultra Precision Control Systems, who are the original equipment manufacturer and the Design Authority hold all design drawings/information, technical specifications and technical expertise and Special Tooling and Test Equipment required. b.
