## Summary

The NHS Shropshire, Telford and Wrekin Integrated Care Board is planning a tender for Ophthalmology Service Transformation. The procurement falls under the Health services category and aims to engage providers in redesigning eye care services. The tender, with the title "Ophthalmology Service Transformation NHS Shropshire, Telford and Wrekin ICB - Further Market Engagement," seeks to reduce outpatient appointments, improve patient safety, and enhance the overall eye care experience. Interested businesses can participate through the Bravo eTendering System before the deadline on January 25, 2023.

This tender presents an opportunity for healthcare providers interested in enhancing eye care services within the Shropshire, Telford, and Wrekin area. Businesses focusing on health services and specialising in ophthalmology are well-suited to compete. Through engagement workshops, successful providers can contribute to shaping the redesign of eye care pathways, processes, and services in alignment with the NHS's vision for integrated and improved eye care. The focus is on achieving timely, safe, effective, and patient-centred services, with a commitment to improving outcomes and experiences for both patients and healthcare staff.

## Notice

NHS Shropshire, Telford and Wrekin (NHS STW) has commenced a programme of work to review and redesign eye care services, and we are delighted to be able to continue to work with the independent sector providers who have engaged with us on the journey so far. This is the 2nd PIN relating to the NHS STW Ophthalmology Service Transformation, the previous PIN reference was 2022-040417 and issued February 2022. The purpose of issuing a 2nd PIN is to widen the opportunity for Providers to engage that missed the previous opportunity. NHS STW would like to extend this opportunity to any additional organisations who are interested in becoming involved in this programme of work to help review, shape and design the best possible pathways and service processes for eye care patients within the Shropshire, Telford and Wrekin Locality. The work of the programme has included a number of engagement sessions with Independent Sector providers, as well as patients and public, and other clinical stakeholders, the outputs of which have assisted in shaping the redesign work to date. Your contribution to future engagement workshops, will continue to inform the redesign work and future commissioning options that may be developed.

### Lot Information

Lot 1

The NHS Long Term Plan clarifies the direction for health and care over the next ten years, including the importance of transforming outpatient services and Eyecare Planning Implementation Guidance 21-22 sets out expectations around recovery and transformation of eye care services. A Shropshire, Telford and Wrekin programme of eye care transformation has started to bring together recommendations from NHSEI Ophthalmology Elective Care Handbook, NHSEI Eyecare Restoration roadmap and Eyecare Planning Implementation Guidance including better use of technology, risk stratification, shared PTL, optimising the role of optometrists as first contact practitioners and implementing end-to-end integrated pathways. A combined approach will ensure alignment of ophthalmology transformation, redesign and improvement with recovery of extensive waiting times for services; whilst complementing the broader programme of Outpatients and Elective Care transformation. The NHS Shropshire, Telford and Wrekin vision for this programme, which launched in February 2022, is to provide timely, safe, effective and sustainable integrated eye care services at the right time, in the right location by the right person with excellent patient experience through a thorough review and redesign of integrated end to end eye care pathways, processes and ways of working. The objectives of the programme are to: * Reduce Face to Face Ophthalmology outpatient appointments; * Reduce overdue follow ups; * Reduce appointment DNA's; * Increase the use of one-stop clinics; * Increase the use of Nurse led/AHP clinics; * Increase the uptake of advice & guidance (and that result in prevented physical appointments); * Introduce patient initiated follow up where clinically appropriate; * Increase the uptake of remote and virtual monitoring; * Support the recovery of backlog post COVID and in time to full recovery and sustainable improved performance; * Improve access to support for people diagnosed with sight loss; * Achieve optimum and consistent patient safety; * Improve experience and outcomes of eye care and eye health for the people of Shropshire, Telford and Wrekin; * Improve experience for staff working in eye care services. NHS STW is issuing this PIN Notice to engage with the wider market to help inform and shape this review and redesign elements of this transformation programme, and this will inform any future procurement actions the Commissioner may be required to undertake. The PIN is purely to assist with the re-design of eye care pathways and processes within the Shropshire, Telford, and Wrekin Health Care System through a series of engagement workshops anticipated to be in the first quarter of 2023. The potential contract period and value are not currently available at this stage. Interested Providers who wish to participate in the review and redesign of eye care engagement workshops should provide their details within the questionnaire on the Bravo eTendering System ref: pqq_526. The closing date for Expressions of Interest is 12:00 hours on Wednesday 25th January 2023.
