## Summary

The Nottinghamshire County Council has completed the award for a framework to provide additional supported accommodation for Unaccompanied Asylum-Seeking Young People. This procurement falls under the social work services category and aims to address the current demand surpassing existing capacity. The framework includes two lots: 'Block Contract Core and Cluster' awarded to YMCA Robin Hood Group and 'Emergency supported accommodation provision' awarded to Avantis Living Limited, TM Healthcare Services Ltd, Brightside Care Solutions Ltd, and Young People First Limited. This competitive procurement process was conducted through an open procedure within the light touch regime of the Public Procurement 2015 Regulations.

This procurement opportunity presents potential business growth avenues for organisations offering safe accommodation and support services for Unaccompanied Asylum-Seeking Young People. Companies adept in social work services with accommodation, such as small and medium-sized enterprises, are well-suited to compete for these framework agreements. The contracts have been structured with an initial duration of 5 years, extendable up to 11 years, providing stability and growth prospects for successful bidders in the sector.

## Notice

Nottinghamshire County Council (the Council) commissioned a service to provide accommodation and support to Unaccompanied Asylum-Seeking Children (UASC) which commenced in August 2022. However, the current demand for supported accommodation outweighs existing capacity and therefore the Council is looking to commission additional supported accommodation for USAC. The Council went out to tender to establish a framework of suitable providers who are able to provide additional supported accommodation for Unaccompanied Asylum Seeking Young People (UASYP). The UASYP service will offer safe accommodation and support to those requiring a planned transition into supported accommodation and to those requiring emergency accommodation. There are two lots to this framework: * Lot 1 which will operate on a 'Core' and 'Cluster' model - Awarded to a Single Provider * Lot 2: Emergency supported accommodation provision - The aim is to award up to five approved providers to take on emergency referrals in the first instance. An open multi-provider framework agreement will be put in place which means that during the framework Term the Council may re-open the Unaccompanied Asylum-Seeking Young People's Supported Accommodation Service tender exercise to run further competitive processes to allow new providers to be appointed to the framework. This is a new competitive procurement process using an open procedure conducted in accordance with the light touch regime of the Public Procurement 2015 Regulations and advertised in the Find a Tender Service Find high value contracts in the public sector - GOV.UK (www.gov.uk)

### Lot Information

Block Contract Core and Cluster

This lot will operate on a 'Core' and 'Cluster' model to offer safe accommodation and support to UASC with young people working towards maintaining their own tenancy and suitable move on accommodation.

Options: The framework agreement will be established with an initial duration of 5 years, with option to extend for a further three of up to two-year extensions to a maximum of 11 years. The duration of the framework agreement has been set as such so that it is consistent with the length of the contract for the Unaccompanied Asylum-Seeking Children service that has already been commissioned and to make the service financially viable for the providers who successfully bid

Emergency supported accommodation provision

Placement requests for emergency accommodation will be commissioned on an individual basis and will be made as and when required by the Council to those successful Framework Agreement Providers using a simple rota system. Successful Providers will be placed in ranked order with the highest scoring Bidder from the tender process placed at the top of the list, and as referrals are issued, these will be offered in sequence until accepted
