The original Contract Notice stated the price of first 3 (three) years of the contract which was PS7,255,512.00 and it did not include the value of the 4 (four) option years. The awarded contract is with Raytheon Systems Limited (RSL) with an estimated total contract value of PS19,071,439.00 for the initial three-years and the additional 4 (four) 1 (one)-year option years. ### Lot Information Lot 1 The requirement is for the provision of Contractor Logistic Support (CLS) and Post Design Services (PDS) for the Command and Staff Trainer (CAST). CAST represents a synthetic training system which facilitates Collective Training (CT) from levels 4 to 6, representing higher formation battle training for commanders and their staff, enabling planning and execution of operations within a simulated virtual environment Options: The contract is for initial 3 years and include 4 x 1 year options ### Procurement Information It is considered that placement of this contract using the Negotiated Procedure Without Prior Publication of a contract notice is lawful pursuant Regulation 16 (1) (a)(ii) of the Defence and Security Public Contracts Regulations 2011 for Technical Reasons. Raytheon Systems Limited (RSL), as the original Equipment Manufacturer and own the software for the Advanced Battlefield Computer System (ABACUS), which is an integral part of the CAST system. They are therefore the only supplier who has access to the necessary technical data, source code and design drawings to be able to provide CLS which is the provision of a managed service for the maintenance and repair of existing equipment, which is integral to the delivery of CAST. Further for the reasons previously stated, only RSL has the specific skills, know-how and experience to provide Post Design Services (PDS) for modifications and design alterations/enhancements to the existing software due to this technical knowledge.
