## Summary

The Department for Environment, Food & Rural Affairs (Defra) led a procurement process for WasteDataFlow Administration and Management services. The procurement falls under the 'Data analysis services' category and was procured using a limited procedure without publication of a call for competition. The tender was awarded to Jacobs UK Ltd, with a contract value of £1,149,520, signed on January 6, 2023.

This tender presents opportunities for businesses providing environmental monitoring services in the UK. The contract status is 'active', and Jacobs UK Ltd is the awarded supplier. The procurement process was conducted through Defra's eTendering Portal, and businesses offering waste management and data analysis services would be well-suited to compete for similar opportunities in the future.

WasteDataFlow Administration and Management

### Lot Information

Lot 1

WasteDataFlow is government's main source of data and statistics on waste. It provides the essential data to monitor progress towards future recycling targets. The Waste (England and Wales) Regulations 2011 contains a duty for the Secretary of State to produce a waste management plan for England that contains measures to ensure a 65% recycling rate and that no more than 10% of municipal waste is landfilled by 2035. Waste data Flow data is essential to meeting the requirement of the waste management plan by ensuring that we have accurate statistics to monitor progress with national recycling rates.
The data is also essential to monitor progress with the Resources and Waste Strategy, , and evaluating the impact of proposed reforms such as Consistency of Waste Collection, a Deposit Return Scheme and Extended Producer Responsibility and the government's Waste Prevention Programme.

### Procurement Information

There would be significant costs for a new provider in taking on WasteDataFlow for this fairly short period of time. The cost of setting up and getting an experienced team in place on top of regular contract running costs would be prohibitive in producing a competitive tender. Jacobs has provided the service since 2015 and is familiar with the work to complete this requirement. There is also likelihood of some proprietary information. They have also provided competitive pricing for completion of the project, and if this goes out to tender then it is likely their quote will be much higher.
