## Summary

The Department for Environment Food & Rural Affairs (Defra) in the UK has initiated the "Project 35629 Smart Environmental Regulation Programme (SERP)" to enhance digital and IT capabilities for regulatory activities. The procurement focuses on "Internet or intranet client application development services" under the services category. Based in London, the project involves a substantial contract worth £54.5 million, set to conclude on 15th May 2026. The procurement process has reached the Award stage, with the contract being granted to Hitachi Solutions Europe Limited. The programme incorporates multiple initiatives including the Regulatory Services Programme and Waste Tracking. This procurement was conducted without a prior call for competition, utilising the Crown Commercial Service's Digital Outcomes and Specialists 5 Framework Agreement.

This tender represents a robust opportunity for companies in the digital transformation and IT services sectors to expand their business, especially those specialising in Microsoft Power Platform & Azure technologies. Businesses with expertise in application development, system integrations, and AI-based analytics are particularly well-suited. The contract aligns with Defra's strategic objectives of updating legacy systems and implementing new requirements from the Environment Act 2021, providing a platform to showcase digital prowess.
