## Summary

Halton Borough Council is overseeing the procurement process for an Environmental Services Dynamic Purchasing System in the category of construction work. The location for these services is in Widnes, UK (region UKD7), and the procurement is at the award stage as of February 2025, following initial tender invitations. The contract is divided into several lots, including landscape soft works, hard works, earthworks, contaminated land treatment, installation of street furniture, specialist drainage works, and more. Key suppliers have already been awarded contracts, such as Horticon Ltd, Ground Inc Ltd, Dunkil Developments Ltd, David Webster and Sons Ltd, and Grounds Gardens and Trees Ltd. The procurement method used is a restricted procedure under a dynamic purchasing system, which allows continuous competition under an overarching framework.

This procurement presents significant business growth opportunities, especially for small and medium enterprises (SMEs) involved in construction, landscaping, and environmental management sectors. Businesses that specialise in specific areas such as drainage works, repair and installation of playgrounds and sports facilities, and the supply of trees and shrubs are well-suited to compete for these contracts. Furthermore, contracts under this procurement include varied works with specified value bands, providing flexibility and opportunities for different project sizes. The engagement in the dynamic purchasing system ensures sustained business possibilities through the continued release and award of lots within the system.
