## Summary

The London Borough of Hillingdon has initiated a procurement process titled "DPS - Transportation Services Tender," classified under transport services excluding waste transport. The contract, which began on 28th March 2023, is set for an initial term of four years with options for a three-year extension, ultimately concluding on 27th March 2027. The primary aim is to establish a Dynamic Purchasing System (DPS) to provide transportation services for adults and children, including young people with special educational needs (SEND). Located in UKI74, the procurement method follows an open procedure, and the entire process is designed to be electronic, involving a reverse e-auction for awarding routes to providers within the DPS framework. The stage of the procurement is noted as complete, with the award made to various suppliers including Elite Star Transport Ltd and Golis Home Care Limited, among others.

This tender offers notable opportunities for growth to businesses within transport services. Businesses that can provide diverse transportation solutions, such as cars, MPVs, minibuses, and larger wheelchair-accessible buses, can benefit significantly from joining the DPS. There is no restriction on the number of service providers, and the dynamic system allows additional providers to join, subject to meeting qualification criteria. Small and medium-sized enterprises (SMEs) with capabilities in special-purpose road passenger transport are particularly well-suited to compete and expand their operations under this framework, given its structure as a reverse e-auction where pricing strategy plays a crucial role in successful bids.
