## Summary

The Ministry of Defence in the UK has awarded a contract titled "RPAS/0009 - Subject Matter Expert Support for Initial Certification" for repair and maintenance services of military aircraft, missiles, and spacecrafts. The procurement method used was a limited award procedure without prior publication of a call for competition. The contract, valued at USD 213,876.15, was signed on 31st May 2022. The buying organisation, Ministry of Defence, is located in Bristol, UK. The procurement stage is complete, and the main industry category is services.

This tender offers an opportunity for businesses, especially those with expertise in repair and maintenance services of military aircraft, to provide subject matter expert support for initial certification. Businesses with specialist knowledge in deep and persistent armed ISTAR collect would be well-suited to compete in this procurement process. The single-source contract was awarded to Honeywell International Inc. based on technical reasons, as they are the engine OEM and have exclusive access to the required type design data for the UK PROTECTOR certification.

## Notice

The MQ-9B PROTECTOR Programme aims to deliver a future UK capability for Deep and Persistent Armed ISTAR collect out to the mid-2030s, which will encompass the long range, persistent wide area surveillance and precision strike capabilities currently provided by the REAPER capability and Subject matter expert support for initial certification is required.

### Lot Information

Lot 1

In order to gain UK PROTECTOR certification from the UK MAA, the Authority requires SME knowledge and support. SME would be required to provide technical support and supporting evidence to the Authority and the MAA. SME will be required to share evidence, within the limitations of the TAA, to support certification.

### Procurement Information

DSPCR 2011 - Single source contract awarded to supplier with a single source exemption granted based on technical reasons. The only viable option was to carry out a single source procurement with Honeywell on the grounds that Honeywell are the engine OEM and due to the proprietary nature of the engine, Honeywell are the only organisation that has access to all of the UK PROTECTOR TPE331-10YGD engine Type Design Data that is required for Initial Certification of the engine. GA-ASI as the aircraft integrator has access to select Type Design Data to aid with integration with the aircraft, however the data they hold is inadequate for engine Type Certification as levied by the Subsystem Certification Plan for Propulsion & Oil (P&O SSCP). In order to gain UK PROTECTOR certification from the UK MAA, the Authority requires Honeywell's SME knowledge and support.
