## Summary

The Ministry of Defence - Defence Equipment & Support has awarded a contract for the supply of treatment chemicals for the RFA Flotilla and HMS Scott. The procurement process, which was initiated as a tender, aimed to secure essential chemical products for diesel propulsion and steam generation systems onboard naval ships. This procurement falls under the CPV classification of water-treatment chemicals. The procurement method used was a limited negotiation without the publication of a contract notice, with Aquamarine Chemicals (division of Bayer-Wood Technologies Limited) being the contracted supplier. The contract, valued at £515,000, was signed on 18th April 2022.

This tender presents business growth opportunities for suppliers of water-treatment chemicals and related products, with a focus on supplying the naval sector in the UK. The procurement stage has reached the award phase, with Aquamarine Chemicals being the active supplier. Businesses in the chemical supply sector, particularly those with expertise in treatment chemicals for marine applications, would be well-suited to compete for similar tender opportunities in the future. The continuation of the contract with Aquamarine Chemicals until April 2024 ensures business continuity for the supply of essential products to the RFA Platforms and HMS Scott, emphasising the importance of reliable and specialised suppliers in this sector.

## Notice

The Naval Ship Support RFA Availability Team has a requirement for the supply of treatment chemicals, test kits and injection systems for diesel propulsion systems, steam generation, auxiliary equipment, and all hotel service systems hygiene in the ships of the RFA Flotilla and HMS Scott, together with associated technical support and training of ships staff during scheduled visits to platforms when in UK. A one-year extension option of the existing CSS/0121 Contract is currently delivered by Aquamarine Chemicals, a Division of Bayer-Wood Technologies Limited.

### Procurement Information

A previous lack of interest in the requirement would indicate that Aquamarine Chemicals are the only UK-based supplier in operation with the infrastructure in place to deliver the required level of service in the UK. Companies who had shown interest in the previous contract are now either no longer in operation or have been subsumed into other companies, with no UK-based offices. The potential extension of the existing Contract CSS/0121 for a further additional one-year period with Aquamarine Chemicals will deliver continued supply of essential chemical products and analytical support to RFA Platforms and HMS Scott, ensuring business continuity until interest in the requirement is again tested via the relevant procurement procedures in FY 23/24 for anticipated contract award in April 2024. This is Subject to Contract.
